Planning&ZoningBoard December14,2005 <br />Page 4 <br />APPROVEDMINUTES <br />includepingpongandpooltables,alongwithotheractivitiesthatencompassallage <br />groups. <br />Mr.Tralleaskedwhowillownthebuildingonceitisbuilt.Mr.Staleyrespondedthe <br />YMCA ofGreaterSt.Paulwillownthebuilding,butalocalorganizationwilloperate <br />andgovernallofitsprograms. <br />Mr.RaffertyinvitedMr.Grochalatomakecomment.Grochalaclarifiedthatthecity’s <br />contributionsincluded1.5milliondollars,donationof landfortheprojectand <br />infrastructure.Henotedthatlandandinfrastructurecostswerecoveredthroughthe <br />overalldevelopmentoftheLegacyatWoodsEdgeproject.Thedevelopmentagreement <br />withtheYMCAincludesprovisionstoprotectthelongterminte restsoftheCity.Healso <br />explainedthattheCityCouncilhasexpressedconcernovertheproposedbuilding <br />footprintandislookingforopportunitiestoexpandthefacility.However,boththeCity <br />andYMCAwouldliketokeeptheproposedconstructionont rackandgetthebuilding <br />going.Staffiscurrentlyevaluatingfinancialoptionstocreatealargerbuildingupfront. <br />Mr.Raffertyaskedwhytimingistight.GrochalarepliedthattheCity,theYMCAand the <br />localYMCABoardhavebeenworkingonplanning&fundingthisprojectforaround eight <br />yearsnow.Thereisalotofinteresttogetthisgoing.Increasedcosts,especially <br />constructioncosts,willcontinuetoraisethenecessaryfundinglevels.TheCitywouldlike <br />toseeconstructionbegininthespring ,andaredeterminingwhatcanbedonebetween <br />nowandthen.TheYMCAiskickingoffthefinalroundofdonation,withagoalof <br />$800,000,tobringintheexpandedfootprint. <br />Mr.Rootpointedoutthattheboardhasbeenconsistentatallmeetingsintheir opposition to <br />metalsiding.Heaskedforanexplanationofwhyothermaterialsarenotbeingused.He <br />expressedthatmetalseemsoutofplace,notjustforthisbuildingbutforthisdevelopment <br />ingeneral. <br />Ms.Manionstatedthatthesidingissuewasaddre ssed,andthattheyhadmetwithstaffand <br />consideredothermaterials.Theyfeltthatdesign -wise,thebuildingneededalevelof <br />detail/contrast.Theysuggestedametalshingleversusacorrugatedpanelforamore <br />finishedproduct.Shereinforcedthatas thematerialweathers,itbecomesricherin <br />appearance.Sheclarifiedtotheboardelevationsandexactlocationsofwheretheproduct <br />wouldbeused.TheyhadconsideredbrickandEIFS,butfoundproblemsinconjunction <br />withtheotherexistingmaterials.T heywantedtoliventhelookwithamaterialthatwould <br />workwellwiththeothermaterialsbeingused. <br />Mr.RaffertyaskedifMr.Pogalzhadseenthisproductusedintheconstructionfield.Mr. <br />Pogalzrepliedthatmetalpaneliswidelyusedinconstruction .Althoughpeopledonot <br />alwayslikeitupfront,itisagreatproduct.Hestatedthattheproposedmetalproductisa <br />goodproduct,andwillfadeovertime.Hecontinuedthattheproductcanbefairlycheap, <br />andprovidesagoodseal,isweatherproofand durable.Hecautionedthatthematerialmay <br />possiblydentandshowsignsofabuse.Hehasusedtheproductonseveralprojectsandit <br />worksreallywell.Headdedthattherearemanycoloroptions.
