Planning&ZoningBoard Decemb er14,2005 <br />Page 3 <br />APPROVEDMINUTES <br />Mr.Rootinquiredaboutmaintenanceofthissystem.Mr.Grochalarepliedthatcity <br />wouldprovidemaintenanceforthissystem,anddescribedhowmaintenancewillwork. <br />Headdedthatmaintenancewillinclud estreetsweepingtwiceayear. <br />Mr.Pogalzcommentedthat,althoughthismaybeexpensive,thetradeoffislessponding <br />areasandmoreavailablesquarefootage.Mr.Grochalaconcurred. <br />Mr.Raffertystronglyrecommendedthatthefreestandingexteriortrash areabeattached to <br />thebuilding,astheboardhasalwaysrecommended.Mr.Raffertypointedoutthatit <br />wouldnotbefairtootherswhohavecompliedwiththisdesignelement.Staffrepliedthat <br />theboardcouldamendconditionNo.13toaddressthisissue. <br />TheBoardwelcomedrepresentativesoftheYMCA.InattendancewereTimStaley, <br />VicePresidentoftheYMCAofGreaterSt.Paul,andMariaManionofAnkenyKell <br />Architects. <br />Mr.RaffertyacknowledgedthattheYMCAhadmadeprogressinthelastfewmonths. <br />Mr .LadenaskedwhattheprocesswaswhendeterminingwhatgoesinsideaYMCA.He <br />acknowledgedthatnormallytheP&ZBoardwouldnotgetinvolvedinthisarea,but <br />becausethisisacivicbldg,hewouldliketocomment.Mr.Staleyexplainedthateach <br />YMCAha salocalmanagementboard.Thatboardhasbeenworkingwithcitysince1998 <br />todeterminewhatthecitywouldliketoseeandthenecessaryfunding.Theydetermined <br />howmuchmoneythereis,andthelocalboardmadethefinaldecisionofwhatwouldbe <br />inclu ded.ThesedecisionsarebasedoncorecomponentsofwhatdrivesaYMCA.Mr. <br />Staleyclarifiedthattheboardismadeupoflocalmembersofthecommunity. <br />Mr.Ladenaskedwhyalappoolwaschosenversusaleisurepoolinthefirstphase.Mr. <br />Staleyreplie dthatitisdifficulttorunafullprogramwithonlyazerodepth/leisurepool <br />withoutofferinglapswimming.Healsonotedthatitwouldbeeasiertoraisemoneyfora <br />leisurepoolinthefuture.Mr.Ladencommentedthatthecommunityhasagreaterneed for <br />arecreationalpoolthanalappool. <br />Mr.Tralleaskedwhyeverycityresidenthadn’tbeenaskedforadonation.Mr.Staley <br />sharedthatthelocalboardhasworkedonthat,andanewinitiativeisstartinginJanuary. <br />Theboardwillbeaskingindivid ualsforadonationof$100fromeachhouseholdduring <br />thiscampaign. <br />Mr.Trallestatedthathebelievesthecommunityneedsthis,butthattheYMCAhasnot <br />donetheirhomeworkwithfundraising.Becauseofthis,thingsarebeingtakenawayfrom <br />citizens.M r.Tralleaskedthattheypleasetakethesecommentsbacktolocalboard.He <br />askedwhentheleisurepoolisprojected.Mr.Staleyrepliedthatinthepast,thefirst <br />expansionusuallytakesplacewithintwoyears. <br />Mr.Tralleaskedwhatisplannedforpre -t eens,notingthatthecitycensusindicatesthere <br />aremorepre -teensthanteens.Mr.Staleypointedoutthattheteen/seniorcenterwillnot <br />justencompassateenarea,butwillbeusedasayouthroomingeneral.Theareawill
