Planning&ZoningBoard December14,2005 <br />Page 6 <br />APPROVEDMINUTES <br />bandingtobreakupthemonotony,andthoughtthatconsistentgriddingcouldworkquite <br />well.Heaskediftheycouldlookatthatinordertobreakuplines.Mr.Raffertyreinforced <br />thattheyneedtoadheretotowncenterguidelines. <br />Mr.Staleynotedthat theYMCAisdiligentlytryingtofigureoutwaystodrivedollarsto <br />expandconstructionofthefacility.Hestatedthattheyhaveraisedthenumberofdollars the <br />feasibilitystudythoughttheywouldraise.Theywillneed2400membershipunitsto pay <br />off theirlocaldebt. <br />Mr.Raffertyaskedwhatthecostofmembershipwillbe.Mr.Staleygaveabreakdownof <br />membershipcosts,notingthattheaveragecostis$60to$63perunit.Hecontinuedthat <br />thereisajoiner’sfee,whichiswaivedthreetimesduringth eyear.HeaddedthatLino <br />Lakes’residentswillreceiveatenpercentdiscount,whichistheonlydiscountthatis <br />offeredinthetwincitiesmetroareabecauseoftheirpartnershipwithourcity. <br />Mr.RaffertysaidhetookatourofthenewYMCAinAndove r.Henotedthatthe <br />buildingisanawardwinningbuilding,andisan18milliondollarcomplex.Hecompared <br />thattheproposedfacilityisabout7million.Hewentontostatethatthe AndoverYMCA <br />hasmanyfeatures,andwasdevelopedwiththehelpofthe Minneapolis chapterofthe <br />YMCA.Heisnotsurewhattheprogramdifferencesare.Hepointedoutmanypositive <br />featuresoftheAndoverYMCAandwonderedwhywecouldn’tgetthesametypeof <br />buildinginLinoLakes.HewonderedhowtheLinoLakesprojectas presentedtodayfits <br />thegoalsoftaxpayers. <br />Mr.Staleyrespondedthat,withallduerespect,theAndoverandtheLinoLakesprojects <br />arecompletelydifferent.TheLinoLakesYMCAwillbeafirst -raterunfacilitythatheis <br />proudtobringforwardtoday.T houghitdoesnotmeetsizeexpectationsrightnow,itisa <br />goodstart,whichissimilartowhathasbeendoneinothercities.Othercitieshavestarted <br />withoutafullbuildout,aswell.Henotedthatfullbuildoutinothercitieshavebeen <br />completedina reasonableperiodoftime. <br />Mr.Raffertystatedthatheseesaprojectthatthecity&theYMCAhaveworkedhardon, <br />butisnotsuretheshoefits.Heremarkedthattheproposedprogramisshortof <br />expectations.Hisconcernisforthepeoplewhohaveworke dveryhardonthis,andcan’t <br />understandhowit’scomingupshort.Withonlyonegymandalappool,hewondered <br />whatachildwouldgetoutofthisfacility.Heexpressedthatanadditionalgymshouldbe <br />included,alongwitharecreationalpoolwithslide s,etc.HereiteratedthattheAndover <br />YMCAhasthesefeatures. <br />Mr.StaleyrespondedthattheAndoverYMCAandtheLinoLakeYMCAareapples& <br />oranges.HeexplainedthattheCityofAndoverpaidfortheirentireprojectthrougha lease <br />agreementwiththeY MCA,andtheYMCAwillnotbepayinganyrentforthefirst seven <br />years.TheycametoanunderstandingandtheCitywaswillingtobonditall.LinoLakes <br />simplymovedforwardwiththeYMCAinapartnershipwiththecity. <br />Mr.Raffertyquestionedtheamount ofpropertythatwillbegiventotheYMCA. <br />GrochalaspecifiedtheareaoflandthatwillbeYMCAproperty,notingthatsomeofthe
