Planning&ZoningBoard December14,2005 <br />Page 7 <br />APPROVEDMINUTES <br />landwillincludeacon servationeasementandatraileasement.Heremindedtheboard <br />thattheCityCouncilwillultimatelydecideifthisistherightfacilityforthecity. <br />Mr.GrochalaagreedthattheAndoverYMCAiscompletelydifferentfromtheLino Lakes <br />facility,anditi sunfairtocomparethetwoprojects.TheAndoverYMCAisbeing financed <br />inadifferentmanner.StaffisworkingwiththeYMCAtoevaluatealternativefinancial <br />optionsthatwouldallowforalargerfacility. <br />Mr.Raffertystateditwouldhavebeengreatif theYMCAhadbegunfiveorsixyears <br />ago.Mr.Grochalapointedoutthatfundingwasnotavailablefiveorsixyearsago.The <br />financingisdependantonfundraisingfromthecommunity. <br />Mr.Raffertywonderedifitisnecessarytogivethemalloftheproposedland.Mr. <br />Grochalaremarkedthatthecityisencumberingsomeofthelandforconservation <br />easementsinordertoavoidtakingdownallofthetrees.Thecityhaspreservedsome <br />exist ingparkforapark/playgroundarea,andwouldlikethatmaintained.Typically,a <br />YMCAfacilitywouldlikeaninetotenacrearea,andwehavelimitedthemto6.7acres, <br />whichincludesasharedparkinglot.Thereisnoexcesslandthatcouldbeused <br />elsew here. <br />Mr.RootaskedstaffiftheuseofmetalconflictedwiththerequirementsoftheTown <br />CenterDesignStandards.Hepointedoutthattheguidedoesnotspecificallyrefertothe <br />useofmetal.Heaskedifmetalsidingwasanappropriateuse,asitisno toneofthe <br />materialslisted.Mr.Bengtsonrepliedthatitisnotspecificallystatedthatmetalis <br />prohibitedinthetowncenterarea.Staff’sinterpretationisthatmetalisnotprohibited, <br />andthattheproducttheyareproposingdoesprovideacontrast ingmaterialto <br />appropriatelymovefromconcretepaneltobrickfaçade.Theboardcouldinterpretthe <br />standardsotherwiseiftheysochoose. <br />Withnofurthercomments,Mr.RaffertythankedMr.StaleyandMs.Manionfor <br />attendingthemeeting. <br />TheboardrequestedthatConditionNo.11beamendedtorequirefifteenbicyclesinstead of <br />five. <br />TheboardrequestedthatConditionNo.13beamendedtostatethattrashenclosuresbe <br />attachedtothemainbuilding. <br />Theboardrequestedthataconditionbe addedtoincludestripingthepavementinthe <br />pedestrianwalkareasoftheparkinglot,withapreferenceofamaterialchangeto <br />designatethewalkareas. <br />Mr.Ladenpointedoutthatifaparkinglotisoveracertainsize,thereisarequirementto <br />change material.Thoughthisdoesnotmeetsizerequirements,hewouldliketosee <br />consistency.
