Planning&ZoningBoard December14,2005 <br />Page 9 <br />APPROVEDMINUTES <br />Mr.HydenmadeaMOTIONtorecommendapprovaloftheFinalPlanoftheRiceCreek <br />ChainofLakesYMCAsubjecttothefollowing23condit ions: <br />1.Aminimum2inchdeepwindowtrimortwoinchrecessmustbeprovidedin <br />accordancewiththedevelopmentstandardsforthesite. <br />2.Alllightingfixturesmustbesubmittedandprovetobeinconformancewiththe <br />requirementsoftheLLTCDDG. <br />3.The shrubberyprovidedonthenorthsideofthenorthparkinglotmustberevisedto <br />provideasalt -toleranthedgerowthatwillprovideayearroundscreenmeasuringa <br />minimumof2feethighattimeofplantingandaminimumof4feethighatmaturity. <br />4.ThelandscapematerialsmustbesubstitutedasoutlinedintheEnvironmental <br />Board’sComments. <br />5.Thelandscapeplanterslocatedovertheinfiltrationtanksshouldbeplantedinarain - <br />gardentypelandscaping.Thisplantingplanwillbedevelopedbystaffpr iortothe <br />issuanceofbuildingpermitsforthesite. <br />6.Atreepreservationplanmustbesubmittedbytheapplicant. <br />7.Allparkinglotlightingfixturesandpolesshallbepaintedtocomplementthecity’s <br />decorativestreetlighting;shallbemountedtoround lightingpolesmeasuringno <br />morethantwentyfeetinheight;shallbemountedtoaconcretebasenohigherthan <br />twenty -fourinchesabovethesurroundinggrade;andshallbelocatedwithin <br />landscapeplanterislands. <br />8.Asiteperformanceagreementbetween thecityandthedevelopermustbe <br />completedpriortotheissuanceofbuildingpermits. <br />9.IssuesdiscussedintheS.E.H.engineeringreviewmemomustbeaddressedtothe <br />satisfactionofcitystaff. <br />10.Operationandmaintenanceagreementsforthesite ,includingprovisionsfor <br />stormwaterfacilities,mustbesubmittedforreviewbycitystaffpriortothe <br />issuanceofbuildingpermits. <br />11.Theapplicantshallprovideabicycleparkingareasufficientinsizetoaccommodatea <br />minimumoffifteenbicycles.The typeoffixtureprovidedandthelocationofthis <br />parkingareamustbereviewedandapprovedbystaffpriortotheissuanceofbuilding <br />permitsforthesite. <br />12.Alllandscapedandsoddedareasmustbeirrigated. <br />13.Trashenclosureshallbeattachedtothemainb uilding,shallbeconstructedof <br />materialsconsistenttothatofthemainbuilding,andshouldbeappropriately <br />screenedwithlandscaping. <br />14.Allgroundmountedutilityequipmentshallbecompletelyscreenedfromviewwith <br />appropriatelandscapingmaterials. <br />15.Allroofmountedequipmentshallbecompletelyscreenedfromview.This <br />screeningshallbeconstructedofmaterialsconsistentwiththoseusedforthemain <br />building. <br />16.Pedestrianwalkwaysthroughparkingareasshallbeindicatedbyeitherpavement <br />stripingo rachangeinpavingmaterial. <br />17.Theconcretepanelsshallincludeahorizontaldetailaswellasaverticaldetail. <br />18.Thebaseofthestructurecladwiththemetalsidingproductshallconsistofa <br />strongermaterialperTownCenterGuidelines.
