Planning&ZoningBoard March8,2006 <br />Page 3 <br />APPROVEDMINUTES <br />C.PUBLICHEARINGforaRezone,PerliminaryPlatandMUSAAllocationfor <br />PheasantStrollEstates <br />Mr.Smyserpresentedthestaffreport. <br />Mr.RaffertyopenedthePublicHearingat7:04p.m. <br />Mr.SmyserstatedthattheyhavebeenworkingwiththeAnokaCountyHighway <br />Departmentandneighboringcitiesonroadalignmentissuesandinfrastructure. <br />Mr.Smyserstatedthataletterreceivedbyares identwillbeincludedaspartofthepublic <br />recordforthismeeting,andwasdistributedtotheboard. <br />Staffstatedthattherewereanumberofoutstandingissueswiththisproject,therefore <br />theywererecommendingcontinuingthepublichearing. <br />Mr.Smy serstatedthatsuccessfuldevelopmentwillrequiresufficientaccessandutilities.He <br />addedthatthesediscussionsareongoingandprogressing,butwillneedtoberesolved prior <br />toplatapproval. <br />Staffdiscussedroadwayandutilityoptionsthatarebein gconsideredforthesite. <br />Mr.Raffertyaskedforpubliccommentontheissue. <br />MikeBlack,RoyalOaksRealty,representingthedeveloperonbehalfofBrunn <br />Construction,statedthattheyarealocalcompanythathasbeenbuildingintheareafora <br />longtim e.HestatedthatBrunnpurchasedthispropertyinthesummerof2004,andhave <br />beenworkingwithstaffandneighboringpropertyownerssincethentoplanthis <br />development.HenotedthatBob’sAutoRanchisnotinterestedinsellingtheirpropertyat <br />this time.Headdedthattheyareretaininganexistingloghomeonthesite.Theyfeelthat <br />whattheyareproposingisthebestoptionforthissite.Theywouldliketwopermanent <br />turnarounds,andaretryingtohelpfacilitatedevelopmenttothewest.Theyare tryingto <br />avoidaliftstationandhavetriedtoaddressstaff’sconcerns.Theyareeliminatingan <br />offsettingintersectionandallowingforfuturedevelopment.Theyplantoavoidadditional <br />offsetintersections.RoyalOaksRealtydiditsownstudyofthis areaastowhatwould <br />makethemostsensetakingtheareaintoaccount.Theybelievetheroad shouldlineup <br />withKentSt.Theirproposalprovidesforapossibilityoffuturelotsonthe westernborderof <br />thesiteandallowsforresidentialdevelopmentwh ilealigningtheintersectiontothesouth. <br />TheybelievethatthisproposalmakesasmuchsenseandisassafeasanyplansLandForm <br />hasproposed.Mr.Blackwouldprefernottomixuseswiththecommercialarea. <br />Mr.Trallepointedoutthatminimizingacces spointshasnotbeensuccessfulinthepast. <br />Heisconcernedforthecity. <br />Mr.Blackstatedthatthisplanwouldallowforeitheraroadextensionornoextension. <br />Mr.Raffertypointedoutthattherehasbeenarecommendationbystafftotablethisitemi n <br />ordertoallowforfurtherdiscussionwithstaff.Hewouldlikethisprojectcontinuedat
