Planning&ZoningBoard <br />June14,2006 <br />Page 2 <br />APP ROVED MINUTES <br />A.CONTINUEDPUBLICHEARING foraRezone,PreliminaryPlatandMUSA <br />AllocationforPheasantStrollEstates <br />Mr.Smyser presentedthestaffreport.Staffrecommended denialoftheapplicationdue <br />toinadequateroadissueswiththeproject.Mr.Smysernotedthatnorevisedplans ha d <br />been submittedsincethelast P&Z meeting. <br />WayneBrunn,BrunnConstruction,stated thatthey had r e c eived nowrittencomment or <br />direction ontheroadalignmentfromcitystaff.Mr.Brunnexplainedsomebenefitsofthe <br />development asproposed.Heexpre ssedthathefelttheir proposalwillworkwellwith <br />theCompPlan.Mr.BrunnrequestedsomedirectionfromthePlanning&ZoningBoard <br />astothelocationoftheaccessfortheroad.Heaskedifthe site wouldhave toconnectto <br />thecommercialproperty ,andiftheyfavoredan accesspointoffofWareRd.Mr.Brunn <br />askedifthe P&Z Boardwould allowforMUSAallocationforthesite. <br />Boardmembersexpressedconcernoverroadissues,includingthelengthofthecul de <br />sac,parking ,andaccesspoints.Boar dmembersstatedthatthe planneedstomeet <br />setbacksand Countyrequirements.Boardmembersagreedthattheproposedplanwould <br />notwork,andthatthepropertyshouldbeconsidered aspartof theCSAH 49/CountyRd J <br />MasterPlan.Boardmembersencouraged stafftocompletethemasterplanforthisarea <br />assoonaspossible. <br />Mr.Root madeamot iontoclosethepublichearing.MotionwassupportedbyMr. <br />Pogalz.Motioncarried 6 -0. <br />Staff commentedthattheyintendtocompletethe49/Jmasterplanas soonaspossible , <br />andnotedthattheyhavebeen workingwith the countyon the issueofaccesspoints. <br />Staffwillattemptto havesomedesignproposalspriortothenextP&Zmeeting. <br />Mr.Brunn expressedconcernoverthe buildabletimelinedueto the appr ovedlot <br />maximumperyear.Mr.Brunnwouldliketogetgoingonaredesignassoonaspossible. <br />Mr.Pogalz madeaMOTIONto recommend denial ofthe Rezone,PreliminaryPlatand <br />MUSAAllocationforPheasantStrollEstates .MotionwassupportedbyMr.Roo t . <br />Motioncarried 6 -0 . <br />B.CONTINUED PUBLICHEAR INGforRezoneto PlannedUnitDevelopment <br />andDevelopmentStagePlan/PreliminaryPlatforThePreserve <br />Mr.Smyser presentedthestaffreport.Mr.Smysernotedthisitemwascontinuedfrom <br />theMay P lanning &Z oningBoardmeeting.Staffrecommendedapprovalofthe <br />application. <br />Mr.Smyserexpandedonstewardshipforth e project ,notingthatthed eveloperwilldo <br />mostof the restoration workupfrontwiththedevelopment andthath omeowner <br />contributionswill contributetomaintenance.
