Planning&ZoningBoard <br />June14,2006 <br />Page 3 <br />APP ROVED MINUTES <br />Mr.Pogalz asked what had happenedwithparking/trafficissues.Staff repliedthat <br />parkingwillbe prohibit ed ononesideofstreetwithsignageaspartofdevelopment. <br />Staffwasunsureofthepolicyonspeedlimitsigns. <br />Mr.Laden questioned howtrails are designatedfr omthestreet.Staffrepliedthat anon - <br />streettrailmeans peoplewalkon the shoulderoftheroad.Duetolimitsonfinancial <br />resources,thisisacommonmeansofprovidingpedestrianroutesinLinoLake s. <br />Boardmembersagreedthatatrailshouldbeexclusivefromtheroadway.Ataminimum, <br />atrailshouldbestripedorsigned.Boardmemberswereconcernedaboutthesafety <br />issues,andagreedthaton -streettrailswerenot adesirabledesignforthecity . <br />BoardmemberssuggestedaddingturnlanesonBirchStreetaspartofthedevelopment. <br />Staff notedthattheStoneybrookprojectwas adjacentto B irch St.,thereforeitwas <br />allowabletodothis.Staff statedthattheyare attemptingtoimprove B irch S t .witheach <br />opportunity. <br />Brian Bourassa ,M FRAEngineering,representingIntegraHomes ,waspresentfor <br />questions.Boardmembersstatedconcernoverpotentialcomplicationswithtrucks <br />haulingindirttothesite,andsuggestedthatthe developermakeit cleartohaulers, <br />residents,andanyoneinvolvedtobeconscientiousthatimpositionstohomeowners may <br />occur.Mr.Bourassa commit ted toimplementinganysuggestionsbystaff andagreedto <br />conversewith the gradingcontractortoavoidanyissues.Staff addedthattheywilltakea <br />proactiveapproachtoavoidproblemswiththisdevelopment. <br />Mr.Tralle reopened the publichearing . <br />Michael Prieve,1047 A spen L ane ,statedthathe has twoconcerns withtheproposed <br />development .Hepointedoutthatthe co nnection to BirchStreet inthisareais unique in <br />that BlackDucktothenorthhasanexcessivenumberofresidents ,thereforetwo very <br />largeneighborhoods willcompeteforaccessinthe samearea.Hestatedthatthiswillbe <br />abadsituationuntilr oads gothrough.Mr.Prieve’ssecondconcernwashow <br />conservationwouldaffecttheneighboringproperties.Hewondered iflandwouldbe <br />burned,ifanumberoftreeswouldberemoved,andhowtheneighboringresidentsm ight <br />beaffected.Mr.Prievealsowonder ediftherewouldbean yadditionalburninginthe <br />future.He requestedthattherebe anacceptableplan inplacebecausearearesidentsare <br />concernedabouttheaffectsontheirq ualityoflife . <br />Mr.Pogalzmadea Motiontoclose thePublicHearingat8:0 5p.m.Motionwas <br />supportedbyMr.Nelson.Motioncarried 6 -0 . <br />CitystaffsuggestedthatMr.HusvethbepresentattheCityCouncilmeetingtoaddress <br />theseissues.Staffalsosuggested thatMr.P rieve contactMartyAsleson,the city’s <br />environmentalco ordinator ,toanswerquestionsregardingburnsandwetland areas . <br />Mr.Nelson madeaMOTIONto approvethe the PlannedUnitDevelopmentand <br />DevelopmentStagePlan/PreliminaryPlatforThePreserve .Motionwassupportedby <br />Mr.Pogalz .Motioncarried 5 –1 .(Laden voting nay).
