Planning&ZoningBoard <br />November8,2006 <br />Page 3 <br />APPROVED MINUTES <br />Mr.Tralle openedthe PublicHearingat 7 :03 p.m. <br />BruceSchmidt ,6498 T otem Tra il ,askedwhattheapplicantwasproposingtodowiththe <br />ditchthatwasbetweentheirproperties. <br />Mr.Tourvillerepliedthathe hadproposedextendingtheculvert80feettothesouthand <br />filling itinsothelotswouldbeeven.Headdedthatifthec ity weretohavea <br />m aintenanceproblemwiththat then itw ouldremainthesame. <br />Mr.NelsonaskedMr.S c hmidt ifhehadconcernsabout theproposalfortheditch.Mr. <br />Schmidt repliedthathe somewhat likestheditchandwasjustwonderingaboutit. <br />Polly G reve ,6469 T omahawk C ourt ,statedthatherpropertyborderstheapplicant’sin <br />the southeast cornerandwasconcernedaboutwetlandfill.Shecommentedthatshe <br />alreadyhasproblemswithwaterinh eryard ,andbecauses heisdownhill fromthe <br />applicantshe isworriedaboutincreased drainage problemstoherproperty.Sheasked <br />whatoptionsshehadifproblemsweretooccur.Mr.Studenski respondedthat 400feet <br />offillwouldhave averyminimalim pact andthatthis amountwouldnotaffectdrainage. <br />Ms.Greveaskedwhatwouldhappenif theproblemd id makeitworse .Mr.Studenski <br />repliedthatthe citywouldlookintotheditchareatodeterminetheproblem. <br />Boardmembersdiscussedthepotentiali ncreaseinuplandareabyfillingin400feet. <br />Staffnotedthattheproposedchangescould alleviatesomeofthesituation ,butthatthey <br />couldnot makecommentorrecommendationon proposalswithout seeing plans. <br />Mr.Ladenaskedifthe proposalc ould be approve d byaddingconditions.Mr.Bengtson <br />statedthatthey could addthechangestothe conditions ofapproval,buttherewouldbe <br />no confirmationthatthesething s recommendationswereadheredtobythecouncil. <br />Mr.Laden askedtheapplicantwhenh eplans onstartingconstruction .Mr.Tourvillesaid <br />thatheis wideopen ,probablynextspring,addingthatheisin nohurry. <br />Mr.Rafferty notedthattheproposal doesnotmeetord inancerequirementsandapproval <br />couldset precedence forthefuture . <br />B oardmembersdeterminedthat because twoboardmemberswereabsentandnotall <br />memberspresentwereinfavoroftheproposal ,itmaybeintheapplicant’sfavortocome <br />backwithrevisedplans. <br />DennisSchwartz ,6471 T omahawk C ourt ,questionedhowt hehou sesw ould fiton to the <br />lot s .Hewonderedhow farbackontheproperty the houses would be.Headdedthath is <br />propertyisasponge andwonderedhowthiswould affecthisproperty.Mr.Tralle replied <br />that accordingtothecityengineerthisproposalshou ldnotaffect his property. <br />Boardmembersaskedtheapplicantifhewouldliketheboardtovoteontheitemor ifhe <br />wouldprefer tocomebacktothenextmeetingwithrevisedplans.Mr.Tourvilleasked
