PUBLIC HEARING, for a Preliminary Plat, Marshan Lakeview, James <br />Funkhouser, 595 Marshan Lane <br /> <br />Chair Rafferty opened the pub lic hearing at 6:46 p.m. <br /> <br />Staff stated applicant had re quested approval of a single-fa mily residential development <br />entitled Marshan Lakeview. The subject propert y is made up of two lots located at the <br />end of Marshan Lane and is currently deve loped with one single-family dwelling. The <br />applicant is proposing to divide the 121,374 square foot lot in to four lots of 35,088 square <br />feet, 11784 square feet, 15,419 square feet a nd approximately 42,000 square feet. The <br />existing single-family dwelling will remain on the largest lot. Also depicted on the <br />preliminary plat are a couple of outlots that were created as part of the Marshan Estates <br />plat. These outlots will be co mbined with the adjacent properties as part of his proposed <br />plat. <br /> <br />Staff presented their analysis and noted sta ff had a discussion with the property owner <br />this morning regarding the layout of the develo pment. He noted applicant was not sure of <br />the layout and therefore, staff was reques ting the public hearing be opened, comments <br />taken, and the public hearing be co ntinued to the March P&Z meeting. <br /> <br />Mr. Laden arrived at 6:54 p.m. <br /> <br />Mr. Hyden asked if the street would still go through. Mr. Bengston replied there was an <br />emergency access easement, which wa s not an official road. <br /> <br />Chair Rafferty invited applicant to make comment. <br /> <br />Jim Funkhouser, 595 Marshan Lane, stated he wa s requesting a continua tion of the public <br />hearing to address the layout of the development. He noted some large oak trees would <br />be lost with the development as proposed. He indicated he would like time to look at <br />other options in order to save more trees. He stated he wanted a development as sensitive <br />as possible to the trees and the environment. <br /> <br />Chair Rafferty asked how long has he lived in the City. Mr. Funkhouser replied he had <br />lived in the City for 36 years. <br /> <br />Mr. Funkhouser asked for a two month delay. Mr . Smyser replied the delay could be as <br />long as he wanted, but staff needed the request in writing. <br /> <br />Chair Rafferty invited anyone for or agains t this application to make comment. <br /> <br />There were no comments made. <br /> <br />Mr. Tralle made a MOTION to continue the public hear ing and was supported by Mr. <br />Pogalz. Motion carried 5-0. <br />
