Pl anni ng & Zo ni n g B o ar d <br />Feb r ua ry 9 , 20 05 <br />Page 8 <br />APPROVED MINUTES <br /> <br />Staff noted the conditions of the preliminary plat have mostly been addressed through the <br />platting process of the 1 st and 2 nd additions, and will be enforced in a similar fashion for <br />this addition. Specifically, the townhouse elev ations will be held to the same standard <br />development for the 2 nd addition, the height re strictions to protect air space for the air <br />park are in place, and the trails for this portion of the development have already been <br />platted by the 2 nd addition. <br /> <br />Staff recommended approval of the fi nal plat for Century Farm North 3 rd Addition. <br /> <br />Mr. Tralle asked if park dedication had b een resolved. Mr. Bengston replied park <br />dedication had been resolved. <br /> <br />Mr. Hyden made a MOTION to recommend approval of the Final Plat for Century Farm <br />North 3 rd Addition and was supported by Mr . Pogalz. Motion carried 5-0. <br /> <br />Chair Rafferty recessed the meeting at 8:00 p.m . and reconvened the meeting at 8:05 p.m. <br /> <br />J. Final Plat for Turnberry Crossing (formerly known as Marshan Townhomes <br />2 nd Addition) <br /> <br />Staff stated Hokanson Developm ent has requested approval of a single-family residential <br />development called Turnberry Crossing. The subject property consis ts of 4.05 acres and <br />will be platted into 23 townhome units and one outlot. <br /> <br />Staff indicated the final plat conforms to the approved preliminary plat layout as <br />approved by the City Council on September 13, 2004. The title commitments, final plat, <br />and association by-laws have been forwarded to the City Attorney for review, and are <br />acceptable. Additional right-of-way for Lake Drive is being dedicated as required. The <br />applicant has submitted the revised design to the Rice Creek Watershed District as <br />required by condition number 10 of the Prelim inary Plat. The applicant is currently <br />adding a right of access dedication to Anoka County as was required by the Preliminary <br />Plat approval. This revision will be submitted for staff review prior to the items being <br />scheduled for the City Council. All other conditions of approval will be met with <br />building permit review of the subdivision. A development contract between the applicant <br />and the city is being developed and will ad dress many of the conditions of approval at <br />that time. <br /> <br />Staff recommended approval of the final plat for Turnberry Crossing. <br /> <br />Mr. Root asked if the landscapi ng issues had been resolved. Mr. Bengston replied all of <br />those issued had been worked out. <br /> <br />Mr. Tralle asked if the road to the north was owned half by applicant and half by the <br />townhome association. Mr. Bengston replied the language was still being worked on and <br />this would be done prior to the final plat being approved by City Council. <br /> <br />Mr. Tralle asked who would be responsible for the maintenance of the street.
