DISCUSSION ITEMS A. 49/J Draft Report Staff stated they had been working the past year on a study of the land and infrastructure around the intersection of Hodgson Road (CSAH 49) and County Road J (Ash Street). The goal is a planning document that will be adopted by the City Council as the guide for development of the area. Staff indicated they held a neighborhood meeting in Marc h and discussed an initial concept plan. Staff received good information and comments from the land owners and residents in the area. This input was very important and he lped guide revisions to the concept plan, which is not to be considered the final version. Staff is not making recommendations for a final plan at this time. That will come after more discussions with developers, land owners , the P & Z, and City Council. Ultimately, the City will need to make decisions on ali gnments of and the means of providing water, sanitary sewer, and the internal roads needed for proper access and circulation. Municipal water and sanitary sewer are Lino Lakes' issues exclusively. However, the roadway system is not. While it is up to th e City to provide internal roads, Hodgson and CR J are County roads. Because CR J is the bo arder of Anoka and Ramsey Counties, it is managed jointly by the two Counties. Staff is working with the Coun ties and the City of Shoreview for solutions to the transportation infrastructure issues. Staff has prepared a traffic study for the area but have not yet discussed it with the other players. The draft 49/J report is written in a stra ightforward format intended to provide the important information efficiently. Additional information will be added and revisions made as needed. This is a work in progress. Additional information is coming in daily. Throughout the process new information often has required serious rethinking of what seemed earlier to be the best course of action on a part icular issue. Staff noted Lino Lakes has a growth manageme nt policy that limits the number of new housing units to be platted each year. We ha ve nine units left unclaimed for year 2006 and 82 for 2007. Staff indicated if the City needs infrastructure and development would provide it, we would need the development to occur. One question the City has not faced is how to count assisted living units, which generates little traffic, wastewater, and other infrastructure impacts. Several landowners in the area want to devel op their properties. St aff have had several discussions with both of these developers throughout the planning process for the 49/J study project. Because the infr astructure issues are not ye t resolved, these developers have not submitted development applications.
