Mr. Michael Grochala <br />September 30, 2013 <br />Page 2 <br /> <br /> <br />Based on the data collected the 85th Percentile speed for all of the vehicles on all segments of <br />Otter Lake Road are within the 30-35 MPH category or lower. As you are aware, the State <br />determines the speed limits that are posted and they use the 85th Percentile to largely determine <br />what speed to post. Therefore, based on the data collected, the posted speed limit is consistent <br />with the actual vehicle speeds. However, at the middle location there were 219 vehicles in the <br />35-40 MPH category and 40 vehicles in the 40+ MPH category. This equates to 10% of the total <br />vehicle traffic exceeding the speed limit by 5 MPH or more. <br /> <br />The data used in this memo was collected during the summer and no adjustment factors have <br />been applied to the raw data. Traffic volumes do not change measurably between the summer <br />and the rest of the year so it was not necessary to adjust the data. <br /> <br />The data collected does identify that there are some vehicles exceeding the speed limit.
