• <br />3. The YMCA will hold responsibility for the design of the facilities listed in Exhibit B, <br />and operations and programming within the facility, including the hours of operation. <br />The City, through its participation on the Chain of Lakes YMCA Community Board <br />and its city staff liaisons acting as at -large members on the facilities, finance and <br />programming committees, will provide comment regarding the architectural design, <br />site layout, landscaping, parking, lighting and signage incorporated within the design <br />standards. City staff and the YMCA will establish a process to implement <br />complementary and joint recreational programming. <br />4. The YMCA will be subject to the city's comprehensive plan, zoning ordinances, and <br />site plan reviews. The YMCA will be responsible for obtaining any other necessary <br />permits from other public regulatory agencies. <br />B. FINANCIAL COMMITMENT <br />1. It is anticipated the cost for construction of the facility will be in the range of $8.2 <br />million, including in -kind donations, based on year 2006 construction costs. <br />2. The City commits to $2,350,000 in support of the construction of the Facility, which <br />will include a zero -depth pool, upon acceptance of the development agreement by the <br />Lino Lakes City Council. The $2,350,000.00 in total monetary support from the City <br />will be funded to the YMCA at time as the parties mutually agree in connection with <br />other financing for the facility, but in no event before the parties have determined that <br />overall financing for construction of the facility is feasible. The City will not issue <br />tax- exempt obligations to finance its monetary commitment of 2,3 50,000 (the "City <br />Bonds ") prior to the YMCA receiving final bids for the construction of the Facility <br />and the YMCA finalizing the issuance of the conduit long -term debt to be issued by <br />- 1 0 5 - <br />
