• <br />Note: These first three items were combined into a <br />comprehensive goal since they all are interdependent upon <br />each other for completion of the process that will ensure a <br />reasoned growth management plan and approach to "smart <br />growth" that reflects the values of the community, <br />intentional decision making, and ensuring that the type and <br />quality of growth desired by the community will occur in a <br />planned manner. <br />The Community Visioning Process will involve insight <br />from the community, the Comprehensive Plan update will <br />produce required master plans for management of growth <br />and development and the Planning and Zoning ordinances <br />required to bring about this growth will need to be <br />developed to ensure the effective implementation of the <br />Comprehensive Plan which will lead toward the fulfillment <br />of the community's vision for its future. <br />(1) Objectives to be completed in 2006: <br />(a) Complete Citizen Survey (to be completed <br />by Decision Resources, Inc.) <br />• (b) Review survey results (review to be <br />conducted by council and city staff) <br />(c) Define visioning process (council, city staff, <br />and consultant) <br />(d) Complete visioning process (process to be <br />completed by consultant and citizen <br />participation) <br />(e) Define Comprehensive Plan process to be <br />followed (this decision will be made by <br />council, with input from the city staff and <br />comprehensive plan consultant) <br />(f) Perform Comprehensive Plan inventory <br />(inventory to be completed by city staff and <br />comprehensive plan consultant) <br />(2) Objectives for 2007: <br />(a) Establish a Comprehensive Plan Task Force <br />(task force to be established by city council) <br />
