Note: This goal and the proposed objectives clearly will require definitive policy decisions to be made by the city council. Further consideration of this goal has been postponed until Item II. C. 3 (pages 15 -16) has been completed by the city council. b. Goal: Diversify, expand, and enhance the city's tax base. In discussions pertaining to this goal, the following items were identified as ones that need to be addressed: • The city needs to develop a proactive, rather than reactive, economic development program designed to diversify, expand, and enhance the city's tax base. • Such a stance will require an aggressive marketing program to bring into the community "what the community wants in terms of economic development (mix of economic activities) ". • Creation of a clearly- defined marketing plan that identifies the types of economic activity the community is seeking to attract, what the community has to offer to the parties that will bring these activities to the city, and how these economic activities integrate into /link with the rest of the community in terms of development and growth. • Developing the necessary tools to attract and sustain economic development which include: o Tax Increment Financing policies (TIF) o Incentives
