Further consideration of this goal has been <br />postponed until Item II. C. 3 (pages 15 -16) has been <br />completed by the city council. <br />b. Goal: Diversify, expand, and enhance the city's tax base. <br />In discussions pertaining to this goal, the following items <br />were identified as ones that need to be addressed: <br />• The city needs to develop a proactive, rather than <br />reactive, economic development program designed to <br />diversify, expand, and enhance the city's tax base. <br />• Such a stance will require an aggressive marketing <br />program to bring into the community "what the <br />community wants in terms of economic development <br />(mix of economic activities) ". <br />• Creation of a clearly- defined marketing plan that <br />identifies the types of economic activity the community <br />is seeking to attract, what the community has to offer to <br />the parties that will bring these activities to the city, and <br />how these economic activities integrate into /link with <br />the rest of the community in terms of development and <br />growth. <br />• Developing the necessary tools to attract and sustain <br />economic development which include: <br />o Tax Increment Financing policies (TIF) <br />o Incentives <br />
