C. 3 (see pages 15 -16) has been completed by the city council. c. Establishing an appropriate revenue generation and allocation policy for the city; i.e., what is the city's tax policy? During discussion the following items were raised as ones requiring consideration; remembering that a city's revenue is a function of its tax base and tax rates • Appropriate taxes /city revenues will be defined by what the community's desires are relative to its vision for the future, its plans for achieving that vision, the revenues and resources necessary to fund those visions and plans. The tax rates and policies necessary to achieve those revenues will related directly to the city's tax base. • The real issue here is a balance of community desires and willingness to pay for the fulfillment of those desires through establishing appropriate prioritization and political decisions pertaining to taxes. NOTE:Further consideration of this goal has been postponed until Item II.C. 3. (see pages 15 -16) has been completed by the city council. C. Review of City Council Performance (How are we going to conduct the council's business) and matters affecting the Council -Staff Partnership (the capacity to achieve and sustain excellence in community leadership and administrative performance). The topics considered during this portion of the workshop were defined and affected by the following two conditions /items: • The city council membership for the next two years (2006 -2007) has been defined by the electorate.
