Establishing an appropriate revenue generation and <br />allocation policy for the city; i.e., what is the city's tax <br />policy? <br />During discussion the following items were raised as ones <br />requiring consideration; remembering that a city's revenue <br />is a function of its tax base and tax rates <br />• Appropriate taxes /city revenues will be defined by what <br />the community's desires are relative to its vision for the <br />future, its plans for achieving that vision, the revenues <br />and resources necessary to fund those visions and plans. <br />The tax rates and policies necessary to achieve those <br />revenues will related directly to the city's tax base. <br />• The real issue here is a balance of community desires <br />and willingness to pay for the fulfillment of those <br />desires through establishing appropriate prioritization <br />and political decisions pertaining to taxes. <br />NOTE:Further consideration of this goal has been <br />postponed until Item II.C. 3. (see pages 15 -16) has been <br />completed by the city council. <br />C. Review of City Council Performance (How are we going to conduct <br />the council's business) and matters affecting the Council -Staff <br />Partnership (the capacity to achieve and sustain excellence in <br />community leadership and administrative performance). <br />The topics considered during this portion of the workshop were defined <br />and affected by the following two conditions /items: <br />• The city council membership for the next two years (2006 -2007) has <br />been defined by the electorate. <br />
