Laden . Motion carried 6 - 0 . (Tralle abstained.) <br /> <br />6 . ACTION ITEMS <br /> <br />A. CONTINUED P UBLIC HEARING to consider a Rezone and Preliminary Plat <br />f or a three -lot residential subdivision to be called Talan Ridge located at 260 <br />Linda Avenue <br /> <br />K atie Larsen, City Planner, presented the staff report . <br /> <br />Ms. Larsen reviewed the items discussed at the last meeting. Staff pointed out the <br />difficulty of balanc ing the desires of the neighborhood with the r ights of the pr operty <br />owner. <br /> <br />Jaso n Wedel, City Engineer, addressed some of the concerns of the neighborhood <br />regarding stormwater management and drainage issues. Mr. Wedel stated that soil <br />borings done by the developer show that groundwater levels meet requirements. Staff has <br />discussed the drainage issues on Linda Ave nue and Laurene Ave nue and the city plans to <br />make improvements to that area in 2014 . G rading work will be done in the right of way <br />along the ditc h line of Laurene Ave nue and t he c ity will work with property owners. <br />Staff will study the area to determine what the final improvements will be. Staff noted <br />that the proposed ponding exceeds the city’s standards. Mr. Wedel expla ined the <br />infiltration pr ocess. <br /> <br />Ms. Larsen noted that the developer will need to delineate the existing wetland in order to <br />develop the third lot, which w ould not occur until the spring. <br /> <br />Staff specified that the board will take action on the Rezone and Prel iminary Plat only. <br />Th e Final Plat s will be reviewed at future meeting s . Staff recommended approval of the <br />Rezone and Preliminary Plat . Staff noted that the developer plans to make improvements <br />to the existing house on Lot 2. <br /> <br />Applicant Pat J udge, 3128 Priest Lane, Mound, M N, was present for questions . Mr. <br />Mattke, surveyor, was also pres ent for questions. The applicant and surveyor understand <br />the recommendations of staff and that the re is a chance that this project may result in only <br />two lots. <br /> <br />Chair Tralle declared the Pu blic Hearing open at 6 :54 p.m. <br /> <br />Lara Verrecchio, 250 Linda Ave nue , distributed a photo from March 10 , 2014 showing <br />standing water at the corner of Linda Ave nue and Laurene Ave nue. Ms. Verrecchio <br />asked if the city’s water management project for this area w ould include the culvert issue <br />at 260 L aurene Ave nue . She also wondered if the newly proposed houses would be
