Planning & Zoning Board <br />January 8, 2003 <br />Page 30 <br /> APPROVED MINUTES <br />Mr. Smyser reviewed changes that can be made to the layout and stated that an <br />agreement will need to be drafted that can be recorded. Mr. Smyser stated lots cannot be <br />created without road frontage. He also not ed that in Lino Lakes lots have not been <br />created on a dirt road for a long time. He asked if the road would be built. <br />Mr. Lyden stated it has been a gravel road for 60 years and suggested that Mr. Keefe <br />work with Ms. Gretz. <br />Mr. Rafferty stated that he refuses to beat up on staff and thinks they have done a good <br />job. He suggested this be worked out within two weeks so it can be considered by the <br />City Council. He stated there have been suggestions that calls are not returned and there <br />is not enough help available. He stated there is a lot of opportunity to create several <br />parcels and work with Mr. Keefe. <br />Mr. Smyser stated he feels he is under attack and wants to set the record straight. He <br />stated that this kind of abuse is uncalled for. <br />Chair Schaps stated that the February meeting would allow a reasonable amount of time <br />to get this worked out. He asked all to agree tonight that this will happen and work <br />together. He urged Mr. Keefe to have his surveyor contact City staff to learn exactly <br />what is necessary to get this application put together. He stated he is sympathetic to Mr. <br />Keefe’s problem and thinks it is not asking too much to work with him and consider his <br />request. <br />Mr. Keefe stated he is not sure what else he can do to move the property lines around. <br />Chair Schaps stated that maybe Mr. Keefe’s surveyor or engineer will have that answer <br />and can work it out with staff. <br />Mr. Grochala stated Mr. Keefe has indicated to the City Council at a workshop that he <br />needs a purchase agreement signed by February 13 and the Planning and Zoning Board <br />meets on February 12 so there is no way for this application to come back to the Planning <br />and Zoning Board and then the City Council by that date. <br />Chair Schaps stated it could be considered at the special meeting. Members indicated a <br />willingness to consider it at the special meeting that has been scheduled for January 22, <br />2003. <br />Mr. Corson asked if the bank would consider allowing several additional days if this is <br />being considered. Mr. Keefe stated that may be possible. <br />Chair Schaps encouraged Mr. Keefe to work closely with staff and urged all to keep the <br />lines of communication open and friendly.
