Planning & Zoning Board <br />February 12, 2003 APPROVED MINUTES <br />Page 25 <br />sewer systems, and schools; or will be served adequately by such facilities and <br />services provided by the persons or ag encies responsible for the establishment <br />of the proposed use. <br />Comment: The site is currently served by essential public facilities and services. <br />The plans do not indicate th at the proposed building addi tion will exceed existing <br />capacity. <br />5.Will not create excessive additional requir ements at public cost for public <br />facilities and services and will not be detrimental to the economic welfare of the <br />community. <br />Comment: The building addition is not e xpected to increase public costs, nor be <br />detrimental to the economic welfare of the community . <br />6.Will not involve uses, activities, processe s, materials, equipment and conditions <br />of operation that will be detrimental to any persons, property, or the general <br />welfare because of excessive production of traffic, noise, smoke, fumes, glare, <br />or odors. <br />Comment: The use of the subject prope rty as a church has not created any <br />excessive externalities that are abnormal to the character of the area and there is <br />no reason to anticipate that the propose d building addition wi ll adversely affect <br />the same. <br />7.Will have vehicular approaches to the prope rty which are so designed as not to <br />create traffic congestion or an interf erence with traffic on surrounding public <br />thoroughfares. <br />Comment: As referenced above, the plans appear to indicate a new drop off area <br />located directly in the entrance drive aisle that may cause traffic congestion and <br />vehicle backup upon CSAH 10. City sta ff recommends providing a separated <br />drop-off area outside of the drive-aisl e to prevent vehicle backup upon CSAH 10 <br />and to promote safety and efficient tra ffic flow throughout the site. In addition, <br />preliminary review by the ACHD indicates th at turn lanes may be necessary as a <br />result of the proposed improvements to the site and redesign of the existing <br />church entry drive will be examine d. Any roadway improvements should be <br />subject to comment and recommendati on by the City Engineer and the ACHD. <br />The applicant must comply with any r ecommendations of and standards imposed <br />by the ACHD. <br />8.Will not result in the destruc tion, loss, or damage of a natural, scenic or historic <br />feature of major importance. <br />Comment: The proposed building addition should not have a detrimental impact <br />on any features of major importa nce on the subject property.
