Planning & Zoning Board <br />August 13, 2003 <br />Page 13 <br />APPROVED MINUTES <br />Ms. Lane made a MOTION to approve the Marshan Lakes Industr ial Park with the <br />eleven (11) conditions as noted in sta ff’s August 13, 2003 report and adding condition <br />twelve (12) to state and also upon further inve stigation of the drivew ay to the satisfaction <br />of Ms. Weinkauf’s business and was suppo rted by Mr. Corson. Motion carried 5-1 <br />(Lyden). <br />Chair Schaps recessed the meeting at 11:40 p.m. and reconvened the meeting at 11:52 <br />p.m. <br />E.PUBLIC HEARING – Fogarty Investment s, Lino Lakes Sportatorium, West <br />of 35E and North of Cedar St., Condi tional Use Permit, MUSA Allocation <br />Chair Schaps opened the public hearing at 11:52 p.m. <br />Dick Thompson, consultant, stated applicant is proposing to develop part of a 40-acre <br />parcel located east of Center ville and west of I-94. Sta ff noted applicant was proposing <br />to use the southern one-third of the parcel for an inflatable bubbl e to house three ice <br />rinks, a restaurant, a banquet hall, and a pro shop. In addi tion to the bubble, the proposal <br />includes on-site parking for 462 vehicles. Staff recommended approval of the MUSA <br />allocation request, the conditi onal use request based upon height requirements and the <br />restaurant/banquet hall/pro shop subject to th e four (4) conditions as noted in staff’s <br />August 13, 2003 report. <br />Mr. Lyden inquired about fire protection in this type of a building. Mr. Thompson <br />replied there were emergency exits, but ther e were not any extraordinary precautions for <br />fire protection. <br />Mr. Hyden asked if the rinks could be ta ken down to play baseball. Mr. Thompson <br />replied the rinks could be removed. <br />Chair Schaps invited appl icant to make comment. <br /> <br />Brian Bourassa and Brian Robbie, applicants. <br />Ms. Lane asked how much heating would there be in the Winter. Mr. Bourassa replied <br />the heating would be minimal. He noted this was primarily for practice and not games. <br />In the summer, the boards would come down a nd there would be football, baseball, and <br />soccer. <br />Brian Robbie stated the flooring would have refrigerated ice and the refrigeration in the <br />summer would act as the air conditioner. He stated when the hockey season was over, <br />they would put down turf for baseball, socce r, football, etc. pr actice and tryouts. He <br />indicated this type of a facil ity would be in demand and would definitely be utilized. He <br />stated in the summer, they would have football camps, baseball camps, volleyball, etc. <br />He stated their busy time would be from October through May, but they would be open <br />year round. He indicated this would be a nice, well maintain ed facility. He noted the <br />restaurant would be family-oriented.
