He stated they would meet with each of the residents to <br />determine where they wanted their services stubbed to their property. <br />Mr. Robbie stated he believed this facility would be fully utilized and would serve the <br />entire population. He stated this would not be a cheap operation. <br />Mr. Lyden made a MOTION to approve a llocation of 38 acres of MUSA and was <br />supported by Mr. Tralle. Motion carried 6-0. <br />Mr. Corson made a MOTION to approve the Sportatorium as a conditional use with <br />conditions as noted in staff’s August 13, 2003 report based upon ex ceeding the height <br />requirements of the City Zoning Ordina nce and was supported by Mr. Lyden. <br />Mr. Tralle requested under condition number 4 the word “should” be changed to “will” <br />provide. <br />Motion carried 6-0. <br />Mr. Hyden made a MOTION to approve the restaurant/banquet hall/pro shop as a <br />conditional use with conditions based upon the requirements of the City Zoning <br />Ordinance and was supported by Mr . Corson. Motion carried 6-0. <br />F. PUBLIC HEARING, North Suburban Develo pment, Crystal Cove, SW Corner <br />of Lake Drive and 79 th St., Rezone, Preliminary Plat, Variance <br />Mr. Lyden left the meeting at 12:51 a.m. <br />Chair Schaps opened the public hearing at 12:51 a.m. <br />Staff stated this site was platted as Outlot B when the Highland Meadows East plat was <br />approved in 1999. The parcel of 0.64 acres is located at the southwest corner of Lake <br />Drive and 79 th Street. The application involves the rezoning of part of the outlot and a <br />preliminary plat that covers th e entire outlot. The plat would create three lots: one lot for <br />a single family detached home, and two lo ts that would accommodate a two-family <br />attached structure (duplex). The rezoning applies to the two duplex lots. The irregular <br />shape of the property creates a number of c onstraints that affect the ability to meet <br />several minimum requirements regarding lot di mensions and area. Staff reviewed their <br />analysis and recommended approving the rezoni ng of the eastern portion of the site (Lot <br />2 and Lot 3 on the preliminary plat) from R-1 to R-2; approve variance s: lot depth for all <br />three lots, lot width and lot area for Lot 2; and approve the preliminary plat for Crystal <br />Cove with the eight (8) conditions as noted in staff’s August 13, 2003 report. <br />Ms. Lane asked if there would be some t ype of an agreement between the homeowners <br />for maintenance. Mr. Smyser replied there would be. <br />Chair Schaps invited anyone for or ag ainst this proposal to make comment. <br />There were no comments either for or against this proposal.
