Motion carried 5-0. <br />Chair Schaps invited appl icant to make comment. <br />Seth Marshall, Generation Homes, 14601 Krip ton Street, Ramsey, stated they had no <br />problem shifting the lot lines over and would comply with all of the recommendation and <br />conditions. He stated all of the siding w ould be vinyl with no painting involved. He <br />stated these would be si ngle-family owned homes and would not be rentals. <br />Mr. Corson made a MOTION to recommend approval of a rezoning of the eastern <br />portion of the site (Lot 2 and Lot 3 on the preliminary plat) from R-1 to R-2, and was <br />supported by Ms. Lane. Motion carried 5-0. <br />Mr. Corson made a MOTION to recommend approva l of the variances: lot depth for all <br />three lots, lot width and lot area for Lot 2, w ith the specific dimensions to be determined <br />prior to City Council review, and was s upported by Mr. Hyden. Motion carried 5-0. <br />Ms. Lane made a MOTION to recommend approval of the preliminary plat for Crystal <br />Cove, with the eight (8) conditions as listed in staff’s August 13, 2003 report, and was <br />supported by Mr. Corson. Motion carried 5-0. <br />G. PUBLIC HEARING, JADT Development, In c., East of Lake Dr. and South of <br />Apollo Drive, Conditional Use Permit <br />Chair Schaps opened the public hearing at 1:06 a.m. <br />Staff stated in September, 2002, the City Council approved the JADT Addition, which <br />included the creation of four lots for singl e and multiple tenant use on property located <br />east of Lake Drive and South of Apollo Driv e. Applicant is now requesting site plan <br />approval for development of Lots 2 and 3. The proposed development consists of two <br />multi-tenant retail buildings that ar e 13,847 square feet and 3,500 square feet <br />respectively. Staff noted the smaller buildi ng also consists of a proposed three bay <br />automobile repair facility. Staff presente d their analysis and recommended approval of <br />the CUP subject to the twelve (12) condit ions as noted in their August 13, 2003 report. <br />Chair Schaps invited anyone for or ag ainst this proposal to make comment. <br />There were no comments either for or against this proposal. <br />Mr. Corson made a MOTION to close the public hearing at 1:10 a.m., and was supported <br />by Mr. Tralle. Motion carried 5-0. <br />Applicant was not present to make comment. <br />Mr. Hyden expressed concern about major auto repairs being made. Mr. Grochala <br />replied this was being classified as a minor repair facility.
