<br />On Thursday, March 23, 2006, at 10:00 a.m., four bids were received for the referenced project. Please
<br />find enclosed a copy of the bid tabulation detailing the results. A summary of the bid results is also shown
<br />below in order of Base Bid plus Alternates.

<br />The bid submittal from Northway Irrigation Inc. is considered invalid due to an incomplete bid.
<br />The scope of work identified in the Base Bid is work that is to be substantially completed in 2006.
<br />Alternate 1 consists of work that is scheduled to begin in 2007. Alternates 2 and 3 consist of optional
<br />items that are not necessary to complete the project.
<br />Based on the Base Bid and Base Bid plus Alternate 1, the low bid was submitted by Jay Bros. Inc., Forest
<br />Lake, Minnesota, in the amount of $1,549,732.38.
<br />In reliance on our experience with Jay Bros. Inc. and /or materials and information provided by the
<br />contractor, we have determined that 1) they have a sufficient understanding of the project and equipment
<br />to perform the construction for which it bid; and 2) according to their bonding agent they presently have
<br />the financial ability to complete the project bid. SEH makes no representation or warranty as to the actual
<br />financial viability of the contractor or its ability to complete its work.
