SEH has prepared a Storm Water Utility information sheet (1 <br />page, 2 sided) that can be used to help educate the public. <br />Unless overwhelming community acceptance of such a program exists, <br />ample time should be set aside for the public information program. <br />6.1.1.2 Special Mailings <br />Most communities have developed special promotional mailings to introduce <br />the utility concept to the community. These procedures vary from simple to <br />elaborately printed documents. Typically, the mailings outline the need for <br />the program and typical charges by property classifications. In some cases, <br />these promotional materials have also been used to announce upcoming <br />informational meetings. <br />6.1.1.3 Informational Meetings <br />Community leaders can interface with the general public at informational <br />meetings designed to explain the reason behind the utility and how the utility <br />will impact individual properties (Jouseau, 1983). An example format would <br />involve a late afternoon/early evening open house followed by a formal <br />presentation. <br />6.1.1.4 Public Hearing <br />A public hearing is held for final consideration of the utility. The hearing <br />represents a formal opportunity for citizen input prior to Council action <br />adopting the utility ordinance. <br />6.1.1.5 Common Questions and Answers <br />Appendix B of the report illustrates typical questions (and corresponding <br />responses) that arise during consideration of the utility. <br />6.2 Ordinance Development <br />6.2.1 Model Ordinance <br />This model ordinance is intended to outline the key elements to be included <br />in official controls to support the utility. <br />The legal basis for the utility should be an ordinance and corresponding Lino <br />Lakes policy. The ordinance establishes the storm water utility, and outlines <br />the following: <br />• Calculation of utility fees; <br />• Credit system; <br />• Exemptions; <br />• Payment of fee; <br />• City policy; and <br />• Supporting computations. <br />A model ordinance is provided on the following two pages. The model <br />ordinance differs from some of the more common ordinances in that it <br />establishes a mathematical basis behind the fee system, supported by <br />standard engineering principles and practices.
