Safe and Sober
The department has once again joined with other agencies in Anoka County to deploy officers in an
overtime grant to enforce traffic laws. Officers from the various agencies enforced the laws in their
own jurisdictions as well as joined together to saturate each of the participating agencies respective
jurisdictions. This stepped up enforcement led to many citations as well as many arrests for
impaired driving as well as other violations of the law.
COPS in Schools
The City was notified in March of 2002 that we were awarded the COPS in Schools grant for one
additional full -time officer. The amount of the grant awarded was $125,000 which extends over a
three -year period and the grant dollars apply to salaries and benefits.
The initial purpose of this grant was to work toward making Rice Lake Elementary one of the
safest schools in the nation. The police department and school district agree to foster positive
interaction between school staff, police department employees and the children they serve. The
Community Policing Philosophy strategies the department hopes to employ are: training school
safety patrol crossing guards; school security program; present lessons on respect, responsibility,
good decisions, and problem solving; child protection program; implementation of the Forest Lake
Area Youth Service Bureau into Rice Lake Elementary; attend various school functions; Safety
Camp; traffic safety issues; taking police reports of crimes on school property; promote responsible
behavior; and be a positive role model.
With the start of the 2005 school year Officer Mike Monson expanded the program to include all 3
elementary schools, Rice Lake, Blue Heron as well as Lino Elementary Schools. He has worked
with staff from each of the schools to incorporate training on various topics in an effort to promote
safety as well as enhance the connection between the students and the police department.
Self - Defense Class for Women
The Lino Lakes Police Department conducted a
self - defense class for the employees of Family
Dentistry in Lino Lakes. Instructor Officer Kelly
McCarthy shared her skills and resources in
promoting safety and self - defense, providing tips
to use in defending oneself against an attacker.
Participants were taught how to get out of various
choke holds and some ground fighting pointers.
Officer McCarthy continues to assist other groups
with this same type o f training.
Lino Lakes Police Department 2005 Annual Report 15
