Youth Resource Officer <br />Officer Melinda Brown is currently assigned as the Youth Resource <br />Officer (YRO) at Centennial Middle School. She has held this position <br />since the 1998 -1999 school year. This position is a full -time position <br />during the school year with flexibility to attend both daytime and after <br />school activities. The program continues to be instrumental in <br />improving understanding and promoting mutual respect between police, <br />school staff, counselors, parents and students. <br />In the fall of 2005 Officer Mike Monson headed <br />up the expansion of the elementary school liason <br />program. He continued the involvement with Rice <br />Lake Elementary School, but also began to develop curriculum and programs <br />for Blue Heron and Lino Lakes Elementaries as well. The Lino Lakes Police <br />Department had received a grant in prior years from the federal government <br />to place an officer in Rice Lake Elementary school. The successful <br />partnership with Rice Lake Elementary encouraged the department to expand <br />our involvement with the other schools in the city. He provides lessons on <br />safety, respect, and bullying just to name a few. He is also visible in the <br />hallways and interacts with the children at lunch and recess. Being involved <br />with students provides him the opportunity to show them that a police officer <br />is a person that they can trust and not someone that they should be afraid to <br />approach. Officer Monson has been placed in charge of the school patrol and deals <br />safety issues on and around the school grounds. <br />with traffic <br />Emergency Management <br />Emergency Management is responsible for the operation of City Government /Public Safety during <br />an emergency whether the emergency is natural, technological or a terrorist act. <br />The Lino Lakes Police Department operates under the Minnesota / National Incident Management <br />System (MNIMS) during an emergency. The staff at the Lino Lakes Police Department and <br />several city staff members received extensive training in the use of this system, and Sergeant <br />Strege began training for state certification as an Emergency Manager. <br />The police department is responsible for completing and updating the emergency plan to <br />incorporate the Homeland Security issues. <br />The Lino Lakes Police Department continues to participate in training and drills with other <br />agencies that would be likely to respond to actual emergencies in the city. The police department <br />along with Centennial Fire, Minnesota Correctional Facility — Lino Lakes and North Ambulance <br />designed and executed a hazardous material drill at a local business. <br />Lino Lakes Police Department 2005 Annual Report 24 <br />
