The process of designing, executing and evaluating these types of drills allows for each of the
participating agencies to test their current level of readiness as well as define areas that need
improvement. The utilization of outside observers ensures that we will get a realistic picture of our
abilities so we can design a plan to not only be able to respond effectively to various situations, but
also so we have the proper documentation in place to ensure any available funds from the Federal
Emergency Management Agency will be able to flow to the areas needing assistance.
Chaplain Program
A good police officer knows when situations require backup. Whether an officer of the Lino Lakes
Police Department is requested to deliver a death notification, respond to death scenes or other
crisis situations, Chad Gilbertson or Larry
Stromberg are on call twenty -four hours a
day ready to respond. These two
dedicated volunteers have been with the
Lino Lakes Police Department's
Chaplaincy Program since its inception in
May of 2003.
Chad is the Pastor at Gethsemene United
Methodist Church and Larry is the Pastor
at Centennial Evangelical Church. They
provide support not only to victims and
relatives that come in contact with
officers, but also to the members of the
department. They have spent countless
volunteer hours on calls providing valuable
assistance to officers. The dedication of these
two pastors was very evident proceeding
Officer Shawn Silvera's death. They had worked closely with Shawn and were grieving, however
they put aside their own feelings to provide support by reaching out to the members of the
department in coping with the loss of their fallen comrade.
Larry Stromberg
Chad Gilbertson
Pastor Chad and Pastor Larry spend many hours volunteering their time to serve to the residents of
Lino Lakes. Their dedication and spiritual assistance greatly benefits the Lino Lakes Police
Department and the Lino Lakes community. Thank you Pastor Chad and Pastor Larry for your
devoted services
Training
The department provided nearly 2,000 hours of training for officers in 2005. Examples of the
training includes: Methamphetamine Trainers Training; Emergency Management courses; new
officers completed the Field Training Officer (F.T.O.) Program. The majority of the officer's
training focused on compliance with POST Board mandated training courses and courses relating
Lino Lakes Police Department 2005 Annual Report 25
