WS -2 <br />WORK SESSION MEMORANDUM <br />To: City Council <br />From: Michael Grochala <br />Date: June 5, 2006 <br />Re: Work Session Item 2 <br />Hardwood Creek Update <br />PROJECT STATUS <br />Since the joint council board meeting on April 5th staff and the development team <br />have been concentrating efforts of defining the scope of overall transportation <br />system and the approval process. <br />Transportation <br />The development team has been working with staff and Anoka County to <br />determine the scope of transportation improvement necessary to facilitate <br />development of the site. Primarily these discussion have centered on the <br />upgrade of CSAH 54 (20th Avenue) to a four lane divided roadway, the <br />interchange, and the extension of 21st Avenue North. Additional traffic modeling <br />has been completed and has led to additional discussions with Anoka County <br />regarding the proposed 3/4 access at the CSAH 14/21 st Avenue intersection and <br />the possibility of realigning the existing CSAH 54 to the east of its existing <br />location. <br />As previously proposed and agreed upon by Anoka County, Centerville and Lino <br />Lakes the new CSAH 14/21st Avenue will be constructed as a 3/4 intersection with <br />the CSAH 14 reconstruction. A % intersection allows for both right -in /right -out <br />movements as well as left turns onto 21st Avenue. The proposed intersection <br />was designed in this fashion due to its proximity to the freeway ramps, satisfy <br />Anoka County access spacing guidelines, and improve mobility and safety along <br />the corridor. However, as our traffic studies have been refined it is becoming <br />apparent that the limitation of access focuses more traffic onto CSAH 54 and its <br />intersection with CSAH 14. <br />1 <br />
