WS -2
WORK SESSION MEMORANDUM
To: City Council
From: Michael Grochala
Date: June 5, 2006
Re: Work Session Item 2
Hardwood Creek Update
PROJECT STATUS
Since the joint council board meeting on April 5th staff and the development team
have been concentrating efforts of defining the scope of overall transportation
system and the approval process.
Transportation
The development team has been working with staff and Anoka County to
determine the scope of transportation improvement necessary to facilitate
development of the site. Primarily these discussion have centered on the
upgrade of CSAH 54 (20th Avenue) to a four lane divided roadway, the
interchange, and the extension of 21st Avenue North. Additional traffic modeling
has been completed and has led to additional discussions with Anoka County
regarding the proposed 3/4 access at the CSAH 14/21 st Avenue intersection and
the possibility of realigning the existing CSAH 54 to the east of its existing
location.
As previously proposed and agreed upon by Anoka County, Centerville and Lino
Lakes the new CSAH 14/21st Avenue will be constructed as a 3/4 intersection with
the CSAH 14 reconstruction. A % intersection allows for both right -in /right -out
movements as well as left turns onto 21st Avenue. The proposed intersection
was designed in this fashion due to its proximity to the freeway ramps, satisfy
Anoka County access spacing guidelines, and improve mobility and safety along
the corridor. However, as our traffic studies have been refined it is becoming
apparent that the limitation of access focuses more traffic onto CSAH 54 and its
intersection with CSAH 14.
1
