While additional analysis is necessary it is apparent that in both short term and <br />long term forecasts CSAH 54 begins to take a more predominant role in the <br />areas transportation system. The traffic modeling conducted so far indicates that <br />a full access to the north at 21st Avenue, with signals, may improve the overall <br />operation of the areas transportation system. Anoka County has been hesitant <br />to modify their proposed plans based in part on the intersections inconsistency <br />with their access spacing guidelines as well the significant debate over the <br />intersection during the CSAH 14 design process. <br />In order to address the accessing spacing issues the development team has also <br />proposes the possibility of realigning CSAH 54 to tie directly into CSAH 54 <br />immediately east of the Main Street Bank. There appears to be many <br />advantages to this design however the access to southbound 21st Avenue <br />becomes problematic. Additionally, Centerville is uncertain, at this time, what <br />impact the realignment would have on their downtown project. The development <br />team and city staff are coordinating review efforts with the City of Centerville. <br />Anoka County has stated that they do not what to proceed with any <br />consideration of the realignment unless there is a local request to do so. The <br />development team will be at the work session to discuss the transportation <br />issues and will be presenting the traffic simulation that has been prepared. <br />Approval Process <br />Staff has been working with the developer to establish the overall review <br />process. The PUD process includes both a development stage plan approval <br />and well as a final stage plan approval. Given the scope of the project, multiple <br />end users, and the development time frame of 5 -8 years staff is recommending a <br />process similar to what was done with the Legacy at Woods Edge project. This <br />would include a master plan approval and establishment of design guidelines at <br />the development stage approval with final stage plans covering the individual <br />development proposals. Staff will provide a greater overview of this at the <br />meeting. <br />2 <br />
