WS -3 <br />WORK SESSION MEMORANDUM <br />To: Mayor and City Council <br />From: James E. Studenski <br />Date: June 5, 2006 <br />Re: Work Session Item 3 — NPDES MS4 Permit <br />In compliance with the provisions of the Clean Water Act, as amended, (33 U.S.C. 1251 <br />et. Seq., 40CFR 122, 123 and 124, as amended et seq.); Minnesota Statues Chapters 115 <br />and 116, as amended, and Minnesota Rules Chapter 7001, the city adopted a Storm Water <br />Pollution Prevention Plan and authorized its submittal to the Minnesota Pollution Control <br />Agency (MPCA) as part of the City's application for enrollment in the State of <br />Minnesota's General National Pollution Discharge Elimination System (NPDES) Phase II <br />Permit Authorizing the City's discharge of storm water. <br />The NPDES MS4 Permit authorizes discharge of storm water within a framework of a <br />Stormwater Pollution Prevention Plan (SWPPP), which has 6 control measures with a <br />total of 34 mandatory best management practices (BMPS). <br />1) Public Education and Outreach <br />2) Public Participation/Involvement <br />3) Illicit Discharge Detection and Elimination <br />4) Construction Site Stormwater Runoff Control <br />5) Post - Construction Stormwater Management in New Development and <br />Redevelopment <br />6) Pollution Prevention/Good Housekeeping <br />The goal of the SWPPP is to reduce the amount of sediment and pollution that enters <br />surface and ground water from storm sewer systems to the maximum extent practical. <br />There are more stringent requirements for the following discharges: <br />A. Discharges to Waters with Prohibited Discharges <br />B. Discharges to Waters with Restricted Discharges <br />1 <br />
