Approach 5 Time required to prepare and facilitate four (4) visioning meetings (included in the following visioning process) are estimated as follows: Project Lead (facilitator) ...meeting attendance, preparation20 hours Project Analyst (facilitation process) .... preparation meeting attendance 18 hours 2) Optional Approaches to Visioning Process Three different approaches to visioning are presented for consideration. Each has its own advantages and disadvantages, which are listed following each description. Depending upon the City's philosophy, any of the approaches will work to develop a strategic vision. Option 1— Council Leadership Model Description: This model emphasizes the role of the City Council, and other designated groups, such as the Planning Commission, to develop a vision and mission for the City. The primary objectives of the Council- Leadership Model are to: • Engage the City Council, Commissions and the staff Steering Committee in facilitated discussions that identify potential future trends and their strategic implications for the City of Lino Lakes • Develop a preliminary vision and mission to guide the City's 2030 strategic planning process • Seek community input on the preliminary vision • Adopt the City's 2030 vision and mission, incorporating community feedback Setting the Stage- - Environmental Scan Conduct a 2 -3 -hour session including the following participants: • City Council • Invited leadership (or designees) of various boards and commissions • Staff Steering Committee Participants will receive materials in advance to prepare for the meeting. The agenda for this session would include: • Consultant and staff presentation on trends & survey results • Group process scanning the operating environment • Abbreviated SWOT analysis • Recap of major themes discussed at the session Lino Lakes, Minnesota.
