Approach 12 Option 3 — Community Partnership Model (Hybrid) Description: The Community Partnership model allows the City Council to partner with the community to identify community values and develop a 2030 vision. It differs from the other models by providing increased opportunities for community dialogue while placing responsibility for developing the vision with the City's elected and appointed leaders. This model also capitalizes on increased involvement of the City's strategic civic partners, recognizing that these partners may have significant contributions to make towards achieving the City's 2030 vision. The primary objectives of the Community Partnership Model are to: • Engage the City Council, Advisory Commissions and the staff Steering Committee in facilitated discussions that identify potential future trends and their strategic implications for the City of Lino Lakes • Use the expertise of strategic civic partners to scan the future and apply trends to the development of community values and a vision • Encourage and sustain community dialogue about the values, desired vision for the future and strategic issues facing the City • Develop a preliminary vision and mission to guide the City's 2030 strategic planning process • Optional: Identify alternative scenarios for community discussion and feedback • Adopt the City's 2030 vision and mission, incorporating community feedback Environmental Scan Conduct a 2 -3 hour session including the following participants: • City Council • Invited leadership (or designees) of various boards and commissions • Staff Steering Committee • Strategic civic partners Participants will receive materials in advance to prepare for the meeting. Strategic civic partners will be asked to review and comment on environmental trends based on their areas of expertise. The agenda for this session would include: • Consultant and staff presentation on trends & survey results Lino Lakes, Minnesota. Proposal to Provide Visioning Service;
