Approach 13 • Group process scanning the operating environment • Abbreviated SWOT analysis • Recap of major themes discussed at the session Major themes will be presented in the form of on online polls to gauge what the community sees as those elements emerging from the environmental scan that are likely to have the most profound impact on the City. Polling results will be posted on the City's website. Key informant interviews and various community presentations provide additional opportunities for explaining major themes that will impact the City in the future and obtaining community feedback. Preliminary Vision Development and Strategic Issue Identification Conduct an 4 -6 hour facilitated session including the following participants: • City Council • Port Authority • HRA • Invited leadership (or designees) of various boards and commissions • Staff Steering Committee Audience participation technology will be used at this meeting to maximize participation in the time allotted for this session. The agenda for this meeting would include: • Debriefing on major themes from the first session to capture relevant future local and global trends that could impact Lino Lakes • Initial vision discussion —how do we want to define Lino Lakes in 2030 • Identify strength, weaknesses, opportunities, and threats (SWOT analysis) • Test and modify initial vision concepts • Frame strategic issues using short- and long- term time horizons • Create preliminary vision • Optional: Two or three alternative visions are defined conceptually Community Outreach The primary objectives of outreach efforts will be to provide a brief overview of themes emerging through the environmental scan and to obtain feedback on the preliminary vision or alternative City visions developed by the Council leadership team.
