• <br />• <br />• <br />Millers Crossroads Shopping Center <br />page 6 <br />A decorative iron fence around the seating area ensures it is accessible only from within <br />the building. <br />• Standards and Requirements for All Conditional Use Permits <br />The zoning ordinance includes overall standards that apply to all CUPs (Sec. 2, Subd. 2). <br />There also are specific requirements for each CUP for a specific use. <br />General Standards: The Planning and Zoning Board shall recommend a conditional use <br />permit and the Council shall order the issuance of such pennit only if it finds the <br />following criteria have been met: <br />a. The proposed development application has been found to be consistent with the <br />policies and recommendations of the Lino Lakes Comprehensive Plan including: <br />1) Land Use Plan. <br />2) Transportation Plan. <br />3) Utility (Sewer and Water) Plans. <br />4) Local Water Management Plan. <br />5) Capital Improvement Plan. <br />6) Policy Plan. <br />7) Natural Environment Plan. <br />The Commercial section of the Land Use Plan chapter of the Comprehensive plan <br />states that several "strategies will be implemented to promote quality commercial <br />areas" (page 88) , one of which is <br />Site access will be controlled to provide safe traffic movement and to <br />reduce the commercial traffic impacts on residential neighborhoods. <br />Creating the second commercial site driveway that is offset from a street intersection, <br />as is the first driveway, creates two offset driveways and additional traffic movement <br />conflicts, which raises safety concerns. <br />In the Land Use section of the Policy Plan chapter of the Comprehensive Plan, there <br />is a list of goals and policies for commercial development. Policy number 17 (page <br />34) is: <br />In evaluating commercial sites, factors will be the physical implication of <br />the commercial land use related to traffic generation, sewer and water <br />demands, environmental issues and compatibility with neighboring land <br />uses. <br />Increasing the early morning traffic raises concerns about the compatibility of a drive <br />through facility with the residential neighborhood. <br />
