•
•
Though the increase in peak trip generation from a drive through facility will not
exceed road capacities, a drive through increases peak traffic through a residential
neighborhood. This is detrimental to the neighborhood.
8. The drive through facility is a fundamental element of the proposed site design. and
the relationship of other elements changes significantly without it. Without the
second driveway, the submitted plan would not provide sufficient parking as the
`proof of parking' area would have no access. Therefore, the outdoor seating cannot
be approved with the submitted plan.
9. These findings are based on the following:
Preliminary Utility Plan, 2/17/06, received April 3, 2006
Preliminary Grading Plan, 2/12/06, received Feb 17, 2006
Photometric Plan, received Apr 3, 2006
Site Plan, revised 3/28/06, received Apr 3, 2006
Site Details, revised 3/28/06, received Apr 3, 2006
Landscape Plan, revised 3/28/06, received Apr 3, 2006
Floor Plan, revised 3/28/06, received Apr 3, 2006
Exterior Elevations, revised 3 /28/06, received Apr 3, 2006
Sign Plan, received Apr 3, 2006
Certificate of Survey, 2/16/06, received Feb 16, 2006
NOW, THEREFORE, BE IT RESOLVED that, based on the findings, the City Council
denies the application for a conditional use permit for the accessory drive through facility
and for the outdoor dining facilities shown on the submitted plans.
Adopted by the Lino Lakes City Council this day of
2006.
ATTEST:
John J.
