City of Lino Lakes <br />Comprehensive Plan Update <br />Proposal <br />Task 201: Advisory Panel Issues Forum <br />DSU will facilitate an exercise with the Panel to identify initial issues, opportunities and important stakeholders. This <br />exercise will help to ensure Panel members are engaged and excited about the planning process. The issues and <br />opportunities identified will be used as a basis for future issue analysis and may be included in a revision of the <br />Background Report. <br />Since the comprehensive planning process is meant to build upon the directives from the Visioning exercise completed by <br />Neu and Company, the issues forum will be designed to complement and expand on this work. Advisory Panel members <br />will still have adequate opportunity to present issues as they feel necessary. <br />Task 202: Prepare Draft Goals and Policies <br />Using input from the Visioning exercise and the Advisory Panel issues forum, DSU will formulate a draft set of goals and <br />policies. Topic areas will include at least the following: <br />• Transportation <br />• Housing <br />• Commercial areas <br />• Parks and Trails <br />• Urban Design <br />• Environment <br />• Public Infrastructure <br />• Regional Planning <br />Goal statements will be drafted for each topic area. Each goal will be tied to one or more policy to ensure it is <br />accomplished. The goal statements will drive the preparation of Alternatives and Implementation Strategies in Phase 3. <br />DSU will deliver both a written version of the draft as well as a presentation. <br />Task 203: Technical Committee — Review Draft Goals and Policies <br />DSU will facilitate a meeting of the Technical Committee to review the draft goals and policies. Revisions will be <br />completed based on feedback from the group. <br />Task 204: Advisory Panel — Review Draft Goals and Policies <br />DSU will facilitate a meeting of the Advisory Panel to review the draft goals and policies. Revisions will be completed <br />based on feedback from the group. <br />Task 205: Joint Planning and Zoning Board and City Council Workshop <br />DSU will present the Goals, Policies and a summary of the input from the Technical Committee and Advisory Panel to the <br />Planning and Zoning Board and the City Council at a joint meeting for their review and comment. Input from the <br />Planning and Zoning Board and City Council will trigger revisions to the Goals and Policies as necessary. The process <br />will only move to Phase 3 when the City Council has approved the goals and policies. <br />Communication Effort #3 <br />This step will also trigger the third major communication effort, distributing the approved Goals and Policies and <br />updating the public on the progress of the planning process via the website and other mediums and responding to <br />any questions or comments. <br />Phase 3: Alternatives <br />Task 300: Prepare Alternatives <br />Alternative land use plans will be developed for the entire city, as well as for up to three specific growth areas to be <br />determined during the course of the process. <br />9 <br />
