City of Lino Lakes <br />Comprehensive Plan Update <br />Proposal <br />Two alternatives will be prepared for the overall city and three will be prepared for the growth areas. DSU will prepare a <br />written description of the alternatives, maps, a presentation and other visual materials to present the alternatives. <br />These concept alternatives will be designed to achieve the Goals within the context of the Comprehensive Plan. These <br />alternatives will illustrate generalized land use, natural resources, transportation, parks, open space, and other pertinent <br />features. <br />Task 301: Technical Committee — Review Alternatives <br />DSU will present the alternatives to the Technical Committee. DSU will facilitate a discussion of the alternatives with the <br />Committee. The Technical Committee will provide comments on the alternatives for presentation to the Advisory Panel, <br />Planning and Zoning Board and City Council. <br />Task 302: Revise Alternatives <br />DSU will revise the alternatives based on input from the Technical Committee. <br />Task 303: Advisory Panel — Review Alternatives <br />DSU will present a summary of the alternatives to the Advisory Panel. DSU will facilitate a discussion of the alternatives <br />with the Panel. The Advisory Panel will provide comments on the alternatives for presentation to the Planning and <br />Zoning Board and City Council. <br />Task 304: City Council Workshop — Review Alternatives <br />DSU will present all the alternatives, the recommendations of the Advisory Panel and the Technical Committee to the <br />City Council for their review and comment. City Council decisions may trigger revisions to the alternatives. <br />Alternatives will be presented to the Council in a hands -on fashion, with maps, drawings, and other tools to clearly <br />convey the input that has been received to date and the objectives behind the recommendations. This will be done in an <br />informal, workshop setting. <br />Task 305: Revise Alternatives <br />DSU will revise the alternatives based on direction from the City Council. <br />Task 306: Technical Committee — Review Alternatives and Prepare for Open House <br />DSU will present the alternatives to the Technical Committee and facilitate a discussion. Comments from the Technical <br />Committee will be recorded to share with the Advisory Panel, Planning and Zoning Board and City Council. <br />In this task, DSU will also prepare for the public open house. DSU will produce maps, drawings and other visual <br />communication tools to display the alternatives and facilitate feedback from the public and the Advisory Panel. <br />Task 307: Public Open House <br />Immediately prior to the Planning and Zoning Board Meeting, the Advisory Panel will host a public open house to <br />facilitate feedback on the alternatives from the general public. City Staff and the consultant team will field questions <br />from the public on the alternatives and generally serve as a resource. Input will be recorded. <br />Task 308: Planning and Zoning Board — Review Alternatives <br />Immediately following the open house, DSU will present the alternatives, as well as a summary of feedback from the <br />public and the Advisory Panel and Technical Committee, to the Planning and Zoning Board. The Planning and Zoning <br />Board will recommend a preferred alternative. <br />Task 309: City Council — Review Alternatives <br />DSU will present the alternatives, along with the recommendations of the Planning and Zoning Board to the City Council. <br />The City Council will select a preferred alternative. <br />As shown in the process diagram, the preferred alternative will also be used as a "maximum development scenario" for <br />the Resource Management Plan being prepared by the Rice Creek Watershed District. <br />10 <br />
