• <br />• <br />• <br />COUNCIL MINUTES <br />AUGUST 14, 2006 <br />PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />There was no report from the Public Service Department. <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br />Consideration of Resolution No. 06 -53, Conditional Use Permit for Accessory Drive Through <br />Facility and Restaurant Outdoor Dining Facilities, Millers Crossroads Shopping Center, Jeff <br />Smyser — Upon adoption of the agenda, this item was removed. <br />Consideration of Resolution No. 06 -132, Amendment to the Development Agreement Between <br />the City of Lino Lakes and the YMCA to Provide for the Disbursement of Community <br />Development Block Grant (CBDG), Mary Divine — Economic Development Coordinator Divine <br />stated the Council entered into a development agreement with the YMCA of Greater St. Paul in June <br />2005, which was subsequently amended in March of 2006. The purpose of the agreement was to <br />enter into a financial partnership with the YMCA to build a facility in Lino Lakes. <br />Economic Development Coordinator Divine stated previous to that in July 2004, the City, on behalf <br />of the YMCA, entered into an agreement with the Anoka County Housing and Redevelopment <br />Authority for a $150,000 Community Development Block Grant (CDBG) for the purposes of <br />including a teen center in the YMCA. <br />Economic Development Coordinator Divine stated the YMCA has now raised funds to begin <br />construction. All necessary documentation has been provided to Anoka County HRA, allowing the <br />CDBG funds to be disbursed. <br />Economic Development Coordinator Divine advised the resolution authorizes an addendum to the <br />development agreement with the YMCA to provide for disbursement of the grant funds through the <br />City of Lino Lakes by reducing costs of fees associated with the construction of the facility. <br />Council Member Stoltz moved to approve Resolution No. 06 -132, as presented. Council Member <br />O'Donnell seconded the motion. Motion carried unanimously. <br />UNFINISHED BUSINESS <br />There was no Unfinished Business. <br />NEW BUSINESS <br />Consideration of Resolution No. 06 -133, Supporting Local Road Improvement Funding <br />Application — Lake Drive (CSAH 23)/35W Interchange — Community Development Director <br />Grochala stated in 2006 the State Legislature appropriated $16 million into the Local Road <br />Improvement Program, including approximately $7.5 million in the Routes of Regional Significance <br />Account. The Routes of Regional Significance Account is used as a grant for expenditures as <br />4 <br />
