• V. Restoration and Management Tasks and Timeline <br />The natural resource restoration and management recommendations contained within this section <br />are divided into two sections or phases: Phase 1 Restoration and Site Recovery (Outlots B and <br />C), and Phase 2 Maintenance and Adaptive Management, and Phase 3 (Additional Restoration <br />and Management Needs — Outlot D). Phase 1 includes natural resource restoration and <br />management tasks designed to address the major ecological problems on the site, restore native <br />vegetation to non - native landscapes, and improve the ecological structure and function of pre- <br />existing natural community remnants. Phase 2 includes management and maintenance tasks that <br />maintain the ecological structure and function of the site through time, and that adapt restoration <br />and management prescriptions based on the ecological response of restoration areas following <br />initial restoration treatments. Due to budget constraints, modifications to earlier versions (April <br />2006) of this plan have been made. Additional restoration and management activities and <br />additional financial resources will be necessary to complete the restoration and management of <br />Outlot D, as well as long -term maintenance, management, and stewardship of Outlots B and C. <br />A preliminary restoration and management plan and approach is provided under Phase 3 <br />Additional Restoration and Management Needs — Outlot D. <br />Phase 1— Site Recovery and Restoration: Years 1 — 5 (Outlots B and C) <br />The activities listed in Phase 1 are particularly critical to the first five years of site restoration <br />and management. Changes in resource management prescriptions and implemented tasks during <br />this time period should be reviewed by professional ecologists, the City of Lino Lakes, and <br />project stakeholders to ensure that plan modifications are integrated and in agreement with other <br />ongoing and proposed management tasks, and contribute to the overall quality of the site. This <br />proposed timeline assumes site development (i.e. grading, logging, construction) will begin in <br />September 2006. <br />Phase 1 Restoration and Management Priorities (Outlots B and C) <br />(Summary timeline provided in Appendix A): <br />1) Salvage local - ecotype native forest wildflowers, ferns, shrubs, sedges and grasses from <br />oak forest areas that are proposed for development (prior to grading), transplanting in <br />forested (oak) conservation areas; <br />2) Control, remove, and manage invasive species — Reed canary grass, narrow leaved cattail, <br />common and glossy buckthorn, and Tartarian honeysuckle. Reed canary grass within <br />wetlands (and upland margins) and common buckthorn within forests and woodlands are <br />the most problematic species present on the site, and their management should be of the <br />utmost priority; <br />• Reduce abundance and cover of reed canary grass (Phalaris arundinacea) within <br />restored and managed wetlands within the conservation area, <br />• Reduce abundance and cover of invasive cattail (Typha angustifolia and T. x <br />glauca) in semi - permanently and permanently flooded wetland types. <br />• Reduce abundance and cover common and glossy buckthorn (Rhamnus cathartica <br />and R. frangula), and Tartarian honeysuckle (Lonicera tatarica) in upland and <br />wetland edge areas. <br />The Preserve Conservation Development - Restoration and Management Plan 20 <br />
