• <br />• <br />AGENDA ITEM 3B <br />STAFF ORIGINATOR (S) Dan Tesch /AI Rolek <br />MEETING DATE <br />TOPIC <br />VOTE REQUIRED <br />September 11, 2006 <br />Amendment to the Personnel Policy <br />Simple Majority <br />In order for non -union employees to participate in the State's Health Care Savings Plan, enabling <br />language must be placed in our Personnel Policy. The following amendment is recommended to <br />fulfill this requirement: <br />207.27 <br />The City agrees to establish a Post - Retirement Heath Savings Account (HSA) for eligible non- <br />union employees. The purpose of this program is to allow employees to save money on a tax -free <br />basis to pay for health - related expenses after separation from service with the City. The terms for <br />participation are as follows: <br />1. All non -union employees are required to participate in the HSA program. <br />2. Any unused vacation and sick leave severance compensation will be contributed into <br />the HSA upon termination. Eligible non -union employees may choose and will be <br />allowed to use any unused vacation time at the end of their employment prior to <br />termination. <br />3. In addition to item 2, eligible non -union employees having 25 or more years of PERA <br />membership shall contribute 3% of their salary into their HSA. Those having less than <br />25 years of PERA membership shall contribute 2% of their salary into their HSA. <br />Contributions shall be calculated and submitted each pay period. <br />4. All other terms and conditions of this plan are outlined in the plan documents. <br />1. Approve the enabling language to the Personnel Policy. <br />2. Refer to Staff for further review. <br />3.
