• <br />WORK SESSION MEMORANDUM <br />To: City Council <br />From: Michael Grochala <br />Date: October 2, 2006 <br />Re: Work Session Item 1 <br />Concept Plan — Robinson Family Property <br />BACKGROUND <br />WS -1 <br />IIThe City has been approached by the Robinson family and Lino Lakes <br />Development, LLC to consider a master planned mixed use residential <br />community. The approximately 655 -acre development area is located in the <br />northwest quadrant of the City on what is predominately the Robinson Sod <br />Farms. Lino Lakes Development, LLC is comprised of Bancor Group, Plum <br />Investment Company, and Tradition Development as well as two other equity <br />partners. The development team has been involved in some of the premier <br />residential developments in the Twin Cities including Wild Meadows in Medina, <br />Cobblestone Lake in Apple Valley and the Spirit of Brandtjen Farm in Lakeville. <br />The Robinson family and Lino Lakes Development, LLC are aware that the City <br />is beginning its 2008 Comprehensive Plan update. They are requesting <br />consideration of their concept and the opportunity for the project to be evaluated <br />as part of the City's comprehensive planning process. <br />• <br />ANALYSIS <br />Existing Conditions <br />Land Use. The project area is predominately comprised of agricultural uses (sod <br />farms) surrounded by large lot rural residences to the north and east. <br />Residential development has been expanding in the northwest quadrant of the <br />City for the past several years. The most recent development, Century Farms <br />North will be completing its 5th and final stage in 2007. <br />
