• <br />• <br />• <br />Of the 655 acres contemplated in the Robinson Lakes proposal, approximately <br />240 acres are currently guided for low and medium density sewered residential <br />uses with the existing comprehensive plan. A portion of the property, <br />approximately 20 acres, lies within the City of Blaine. The Blaine area is guided <br />for low density sewered residential and is within the MUSA. <br />Public Utilities. Public sanitary sewer and water infrastructure is currently in <br />place to service property lying south of main street and portions of the property <br />lying to the north. It is likely that additional trunk sanitary sewer and water <br />infrastructure will be required to facilitate development of both the existing 240 <br />acres guided for development as well as the balance of the property. <br />Transportation. County State Aid Highway (CSAH) 14 /Main Street bisects the <br />project area east -west. CSAH 14 is principal arterial and is currently a two lane <br />road facility. CSAH 14 is one of the few east -west arterials in Anoka County and <br />runs from the City of Anoka to the City of Hugo. Given the importance of the <br />roadway the Cities along its corridor, including Lino Lakes, approved an Access <br />Management Plan in 1999. Access to CSAH 14 from the project area is limited <br />to the existing Sunset Road and 4th Avenue intersections as well as one <br />additional access point mid way between these intersections. Improvements to <br />the CSAH 14 and local supporting road systems will likely be required to facilitate <br />development of both the existing 240 acres guided for development as well as <br />the balance of the property. <br />Natural Resources. Historically, the project area has been used for agricultural <br />purposes and little remains of pre - settlement vegetation and significant natural <br />resources. The site is heavily tiled and water run off is conveyed to County Ditch <br />10. CD 10 flows southeasterly and empties into Marshan Lake which is a MPCA <br />listed "Impaired Water ". Storm water management will be a high priority on the <br />site to facilitate development of both the existing 240 acres guided for <br />development as well as the balance of the property. The Rice Creek Watershed <br />District (RCWD) has begun evaluating the existing surface water features of the <br />site as part of a Comprehensive Wetland Management Plan for CD 10. Now <br />termed Resource Management Plan (RMP), the study will play an integral part of <br />the City's Comprehensive Plan update. Unlike other areas of the city, <br />development of this specific area will need to concentrate on the creation and <br />establishment of a natural resource system rather than preservation efforts. <br />Proposed Land Use <br />The proposed concept plan prepared by Lino Lakes Development LLC attempts <br />to address some of the above referenced issues. The proposed land use is <br />similar to the low and medium densities already guided for 240 acres of the site. <br />The majority of and area is proposed for single family residential uses with multi <br />family nodes, including an active adult area (senior), interspersed north and <br />south of Main Street. <br />
