Pine Street Access <br />Currently Pine Street is a low volume local road with aggregate surfacing. The County's access <br />spacing guidelines for local roads are; 1/8 -mile (660 feet) for primary full movement <br />intersections, no applicable guidance for conditional secondary intersections, and 1/2 -mile (2640 <br />feet) signal spacing for a local roadway in an urbanizing area. <br />The distance between the proposed development access and Zodiac Street NE is approximately <br />900 feet. The distance between the proposed access and CSAH 23 is approximately 3100 feet. <br />The distance between the proposed access and 4th Avenue North is approximately 4100 feet. <br />Based on these distances, the proposed access satisfies the spacing requirements applicable to <br />local roads. <br />Access Conclusions <br />Based on the above information, cooperative effort between the County, City and developer is <br />needed to arrive at a long term solution for the proposed access to CSAH 14. As proposed, the <br />development access to CSAH 14 does not satisfy the County's current spacing requirements for a <br />full- movement intersection. However, it does satisfy spacing requirements for the right- in/right- <br />out operation. Another access option involves the combination of two access points into one full <br />access intersection. Therefore, during planning for the upgrading of CSAH 14 to a four -lane <br />divided urban facility, all options for access should be reviewed and studied in detail to <br />determine the best access provisions for this particular area. <br />
