1 <br />1 <br />' Q: Would adequate traffic operations be provided at the following intersections upon full <br />completion of the proposed development? <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />• CSAH 14 /CSAH 23 <br />• CSAH 14/4`h Avenue North <br />• CSAH 23 /Pine Street <br />• CSAH 14 /development access <br />• Pine Street /development access <br />To address this question, AM and PM peak hour capacity analyses, using the Highway Capacity <br />Software (HCS), were completed for the 2006 Existing, 2011 No- Build, and 2011 Build scenarios. <br />Analyses for the 2011 build scenario were completed using the geometry described in the Existing <br />Conditions section. In addition, the geometry used in the analyses for the proposed access to CSAH <br />14 consists of one left -right turn lane on the north approach, one through lane and one right turn lane <br />on the east approach, and one through -left turn lane on the west approach. The geometry used in the <br />analyses for the proposed access to Pines Street consists of a left -right turn lane on the south approach, <br />a through -left turn lane on the east approach, and a through -right turn lane on the west approach. <br />Capacity analysis results are presented in terms of level of service (LOS), which ranges from A to F. <br />LOS A represents the best intersection operation, with very little delay for each vehicle using the <br />intersection. LOS F represents the worst intersection operation with excessive delay. Results of the <br />capacity analyses are presented in Table 2 and Table 3. <br />Table 2 <br />Weekday A.M.
