5.0 Conclusions and Recommendations <br />Based on the information presented in this report, we have established the following basic <br />conclusions: <br />• Upon full completion of the Nature's Refuge residential development, adequate traffic <br />operations will be provided at the proposed development access locations and the <br />following studied intersections: <br />• CSAH 14/4`" Avenue North <br />• CSAH 23 /Pine Street <br />• CSAH 14 /development access <br />• Pine Street /development access <br />• Analysis indicates that the CSAH 14 /CSAH 23 intersection is currently approaching <br />capacity and will experience excessive delays under the 2011 No -Build traffic volumes. <br />These delays will increase upon the addition of the proposed development traffic. As <br />described in the report, the peak hour volume signal warrant is satisfied during the AM <br />and PM peak hours for all scenarios. Under traffic signal operation and existing <br />geometry, the intersection will operate at LOS C or better. We recommend that the <br />feasibility of installing a signal be further investigated through the completion of a full <br />signal justification report. <br />• A cooperative effort between the County, City and developer is needed to arrive at a long <br />term solution for the proposed access to CSAH 14. As proposed, the development access <br />to CSAH 14 does not satisfy the County's current spacing requirements for a full - <br />movement intersection. However, it does satisfy spacing requirements for the right - <br />in/right -out operation. Another access option involves the combination of two access <br />points into one full access intersection. Therefore, during planning for the upgrading of <br />CSAH 14 to a four -lane divided urban facility, all options for access should be reviewed <br />and studied in detail to determine the best access provisions for this particular area. <br />
