• Allow exiting traffic to flow back to the east access point through the parking lot. The <br />existing parking lot drive aisle is wide enough for safe two way traffic flow, which would <br />allow exiting traffic the opportunity to exit at the same location where they entered the <br />site. <br />• Exit to the proposed development roadway system and then access CSAH 14 at the new <br />proposed access location. <br />For the latter option, further investigation was completed to determine how the new access <br />would operate with both residential and school traffic volumes. School district staff indicated <br />there are approximately 435 students at the Lino Lakes elementary school. School district staff <br />also indicated that approximately 375 of the students are bussed to school each day. The <br />remaining 60 students are dropped off and picked up by a parent. This results in approximately <br />60 passenger cars and 10 school busses accessing the site to drop off or pick up students in both <br />the morning and afternoon. <br />The elementary school day starts at 9:15 AM, with bus drop -off occurring between 9:00 and 9:10 <br />AM. The school day ends at 3:30 PM, with the buses departing at 3:40 PM. As noted earlier in <br />this report, the weekday AM peak hour for the surrounding roadway system is 7:00 to 8:00 AM <br />and the PM peak hour is 4:30 to 5:30 PM. Therefore, the vast majority of school traffic occurs at <br />times other than either peak hour. During the AM peak hour, which ends one full hour before <br />students are dropped off, very few school trips would occur. A similar time difference occurs for <br />the PM peak hour. <br />Even if 50 percent of the school traffic exited during the peak hours, which is very unlikely <br />considering the time difference, all movements at the CSAH 14 intersection with the proposed <br />access point operate at the same levels of service as shown in Tables 2 and 3. During both the <br />AM and PM peak hours, the maximum expected queue length is 50 feet on the southbound <br />approach. Therefore, the intersection is expected to operate in an acceptable manner in the 2011 <br />Build condition. <br />
