• <br />• <br />• <br />STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC <br />VOTE REQUIRED: <br />BACKGROUND: <br />AGENDA ITEM IF <br />Julie Bartell, City Clerk <br />October 9, 2006 <br />Consider Resolution No. 06 -160, Approving a <br />Special Event Permit and Cabaret License for <br />Mansetti's Pizza & Pasta Outside Halloween <br />Event on October 28 and 29, 2006 <br />Simple Majority (3/5 Vote Required) <br />Mr. Jim Szyplinski, the owner of Mansetti's Pizza & Pasta Restaurant at 6511 <br />Ware Road, has applied to the City for permission to conduct an outdoor <br />Halloween party event in the parking lot in front of his restaurant. The event <br />would be held on Saturday, October 28th (5:00 — 9:00 p.m.) and Sunday, October <br />29th (Noon to 5:00 p.m.). <br />Mr. Szyplinski has submitted plans for a tent that would include tables & chairs to <br />seat up to 200, a stage with live music and a beer garden. All food would be <br />served inside of the restaurant. Other specifics related to the plans are: <br />- Adequate parking areas will be designated, including use of a field <br />behind the restaurant (with the owner's permission); <br />- Area residents will be notified of the plans for the event and effort <br />will be taken to minimize noise and traffic; <br />- The restaurant will hire an off-duty police officer who will be present <br />during any hours that beer is being sold; <br />- Beer sales will include a system of wristbands and tickets to ensure <br />no underage sales. <br />The event application and plans were submitted to the police and fire <br />department. The police department has given approval and the fire inspector is <br />in the process of finalizing his review. Mr. Szyplinski is committed to working <br />with the city on any issues that may arise. Therefore, staff is forwarding this <br />request to the council for consideration with the understanding that, if approval is <br />granted, it would be contingent upon meeting final city requirements. <br />
