• • • STAFF ORIGINATOR: MEETING DATE: TOPIC VOTE REQUIRED: BACKGROUND: AGENDA ITEM IF Julie Bartell, City Clerk October 9, 2006 Consider Resolution No. 06 -160, Approving a Special Event Permit and Cabaret License for Mansetti's Pizza & Pasta Outside Halloween Event on October 28 and 29, 2006 Simple Majority (3/5 Vote Required) Mr. Jim Szyplinski, the owner of Mansetti's Pizza & Pasta Restaurant at 6511 Ware Road, has applied to the City for permission to conduct an outdoor Halloween party event in the parking lot in front of his restaurant. The event would be held on Saturday, October 28th (5:00 — 9:00 p.m.) and Sunday, October 29th (Noon to 5:00 p.m.). Mr. Szyplinski has submitted plans for a tent that would include tables & chairs to seat up to 200, a stage with live music and a beer garden. All food would be served inside of the restaurant. Other specifics related to the plans are: - Adequate parking areas will be designated, including use of a field behind the restaurant (with the owner's permission); - Area residents will be notified of the plans for the event and effort will be taken to minimize noise and traffic; - The restaurant will hire an off-duty police officer who will be present during any hours that beer is being sold; - Beer sales will include a system of wristbands and tickets to ensure no underage sales. The event application and plans were submitted to the police and fire department. The police department has given approval and the fire inspector is in the process of finalizing his review. Mr. Szyplinski is committed to working with the city on any issues that may arise. Therefore, staff is forwarding this request to the council for consideration with the understanding that, if approval is granted, it would be contingent upon meeting final city requirements.
