basic use area, natural resource conservation area and natural resource protected area. <br />Staff will work with the developer on final revisions. <br />Comprehensive Plan <br />Transportation Plan <br />Items discussed during the public hearing regarding transportation include the future <br />extension of Fox Road and access at Old Birch Street to Birch Street. Fox Road will <br />extend north -south and terminate at the southwest property line to provide future <br />connection to the existing Fox Road in the Foxborough as was required and designed <br />with that development. Per the subdivision ordinance, streets shall connect with streets <br />already dedicated in adjoining or adjacent subdivisions or provide for future connections. <br />A memo from City Engineer, WSB & Associates, dated September 6, 2013, further <br />supports the need to connect Fox Road to the south to distribute traffic to other primary <br />routes and provide alternate access points. The future connection is required on property <br />owned by a separate entity and may not occur with this development. <br />Staff met with Anoka County to discuss access concerns at Old Birch Street and Birch <br />Street. The County agreed that improvements should be implemented and will evaluate <br />the cost and design of a by-pass lane vs. turn lane on Birch Street at the west end of Old <br />Birch Street. To minimize impacts to the existing conditions of the north -south section of <br />Old Birch Street and eliminate access points onto Birch Street, a cul de sac on the east <br />end of Old Birch Street may be installed. Cost sharing of improvements will further be <br />discussed between the developer and County. <br />Final Plat <br />A land use application for PUD Final Plan/Final Plat of Saddle Club shall be required. <br />At such time, the developer shall enter into a Development Contract and other documents <br />as the City deems necessary. <br />RECOMMENDATION <br />Staff recommends approval of the Rezoning and PUD Development Stage <br />Plan/Preliminary Plat with the following conditions being met prior to approval of the <br />Final Plat: <br />1. All comments from the City Engineer letter dated December 26, 2013 shall be <br />addressed. <br />2. All comments from the Environmental Coordinated Letter dated January 3, 2014 <br />shall be addressed. <br />3. A Phasing Plan for development shall be included in the plan set. <br />4. Easements for road connection to Old Birch Street and Pheasant Run South shall <br />be provided to the City. <br />
