Planning & Zoning Board
December 11, 2013
Page 5
areas. She was opposed to a variance to decrease the front setback. She did not
understand the need for small lot sizes and an apartment building to reach a certain
number of units. She believes that streetlights will be needed at the intersection of Birch
Street and Centerville Road. She stated a need for a traffic study on County Road J and
20th Avenue. She asked what the timeline is for the project. She asked for clarification
on the proposed trail onto Cedar Street. She wondered how the addition of turn lanes
onto 20th Avenue would affect people's property.
Shoua Lee, 2068 W. Cedar St., was concerned how development may affect her property,
stating that she would like to keep a beautiful heavy tree in her back yard.
Julie McNeely, 6687 20th Ave S., said that she feels this proposal is overuse for the land.
She asked that the city please approach with great caution and respect for the land. She
stated that surrounding infrastructure is also a concern, including turn lanes, roundabouts,
sound barriers, stop lights, etc. She does not believe that the vision of Lino Lakes is a
row of rooftops.
Mr. Tralle addressed the concerns of the public, suggesting that residents contact the
county to voice their concern about county roads.
Staff addressed issues including traffic, road access, water runoff and drainage, culvert
issues, density and Met Council requirements. Staff noted that trees will not be damaged
on neighboring properties and that wetlands will be protected by the law.
Mr. Tralle stated that it is the board's goal to get the best development for the city, which
requires working hand -in -hand with developers. He noted that increased traffic will
always be an issue as development in the city occurs.
Staff further addressed road improvements and the city's transportation plan, including
how the city works with the City of Centerville to improve shared roads.
Julie McNeely added concern over car headlights shining into her home and
infrastructure needs. She was concerned about farm land being lost to development. She
is not sure the proposed development is the right project for this property.
Mr. Masonick made a MOTION to continue the Public Hearing to the next meeting.
Motion was supported by Hyden.
Motion carried 5-0 (Laden and Tralle abstained.)
6.
